Council Minutes of 6/21/94 <br />8) We have met with the county about the CDBG grant for senior housing. The $300,000 <br />grant covers land a con~udion of the buildings and construction of the senior <br />center. The county w71 provide 50 cents on the dollar on Lmd a up to $300,000, <br />which will provide $150,000 for the purchase of the land. The remaining $150,000 will be <br />geared to the housing and the senior center. <br />Law Director Gareau reported: 1) As reportted by the Mayor, the city has bey in contract <br />negotiations with RTA. He has been involved in these types of negotiations since 1975 <br />and finds it interesting how trends have almost come full circle. He feels that the contract <br />is satisfactory and all parties involved will be able to live with it. <br />2) The final draft of the Eliza J s brief is being prepared. Hopefully, once this is <br />decided by the Court of Appeals, this case will be at an end. <br />3) As earlier reported, he and the Mayor meet on the senior housing project. <br />4) On Thursday, a meeting wdl be held with the attorney for Springvale to discuss the final <br />draft of the agreement. <br />5) We are currently working with the legal representative of the transit employees' <br />association regarding the selection of a fact finder so that negotiations on a new contract <br />can begin. <br />6) Council is in receipt of the report from the appraiser regarding the Sherwin Williams <br />property. <br />7) Approved the final agreement and signed the escrow instructions regarding the sale of <br />property on Vita Lane that is owned by the city. In the 1970's, the city had agreed to sell <br />its interest in this property which was to be used for recreational purposes. The total sale <br />is $70,000, of which the city portion will be $30,000. <br />Finance Director Burns reported: 1) The $13.92 nrillion note issue was priced on June 14 <br />at 4.2%, which is an excellent rate. <br />2) Council members are in receipt of the preliminary official statement. The official <br />statement is on file in the Clerk's office. <br />3) Ordinance 94-104, the $2.96 million note issue for the fire station, is on first reading <br />tonight and the fiscal officer's certificate has been filed with the Clerk. <br />Mr. Limpert, Chairperson of the Environmental Control Committee, reported: 1) The <br />committee met on June 14 and in attendance were committee members Lind, Limpert; <br />Councilman McKay; City Engineer Deichmann; P & A Director Wilamosky. The <br />committee discussed Ordinance 94-97 which will increase sanitary sewer tap-in fees. <br />These fees were last raised in 1988, and Mr. Deichmann explained that the increase would <br />be used to help offset the rising cost of sewer maintenance. Also, the new fee structure <br />will be in line with current rates. The committee recommended passage of the ordinance. <br />Mr. Nashar, Chairperson of the Safety Committee, reported: 1) The commmittee met on <br />June 13 and in attendance were Council Members Beringer, Limpert, McKay, Mu~ial, <br />Nashar; Mayor Boyle; Safety Director Kesler. 'The committee discussed Ordinance 94-98 <br />which will allow the sale and consumption of alcoholic beverages in public buildings and <br />` on public grounds.
