May 4, 1994 <br />At the last Council meeting, on April 19, 1994, Ordinance 94-77 was passed under <br />suspension of the rules. Unfortunately, my job required me to work until nearly 11:30 PM that <br />night. I regret not being in attendance. However, several things need to be placed into the <br />record. <br />First, I had no idea that this particular piece of legislation was coming until I received the <br />Council packet on the Friday before the meeting. I feel that we should be notified when our <br />names are to appear on legislation which we have not personally requested. <br />Second, a piece of legislation of this magnitude, $13.9 million, should not have been <br />passed under suspension without further review. I had expected to have a Finance Committee <br />meeting to discuss the combination of all those notes. I feel that we should have received <br />notification of the intent to pass under suspension prior to the night of the Council meeting. <br />Third, the combining of all the note issues, including Springvale, has given the impression <br />to the general public that the purchase of Springvale is a "done deal." That is definitely not the <br />case. Council has yet to receive so much as a draft purchase agreement regarding Springvale. <br />Fourth, I am casting a definite "NO" vote on the passage of Ordinance 94-77. This action <br />is permitted under Rule 23 of the Rules of Council. My vote does not change the outcome. <br />My reasons for the no vote are based exclusively upon the Springvale issue and are as <br />follows: <br />1.) We are being asked to purchase Springvale Golf Course. I feel that solid financial <br />data and complete information have not been received by Council. We have <br />projections based upon proprietary information not readily available to Council. <br />2.) I have a problem with spending over $4 million of our tax money on a venture <br />such as this. Granted, nothing is certain when it comes to buying a business. But <br />there are also no guarantees that the General Fund will not be required to subsidize <br />Springvale Golf Course in the future. These funds can be better used to provide <br />services to the entire City. <br />On the basis of the foregoing statements, I am not supporting the purchase of Springvale <br />Golf Course. <br /> <br /> <br />
