Council Minutes of 4/19/94 <br />,,, had originally voted against the Springvale legislation; however, siace she is for the other <br />ordinances being amended in this legislation, she voted yes. Motion passed unanimously. <br />Ordinance No. 94-77 adopted. <br />Ordinance No. 94-78 was introduced and placed on first reading by Mayor Boyle. An <br />ordinance amendmg Section 1125.01 and 1125.03 of Chapter 1125 entitled Architectural <br />Review Board. <br />Ordinance No. 94-79 was introduced and places on firs reading by Mayor Boyle. An <br />ordinance amending Ordinance No. 91-175 entitled "An ordinance estal~hing a <br />community reinvestment area under the provisions of Sections 3735.65 through 3735.70, <br />inclusive, of the Ohio Revised Code, designating a Housing Officer, estabg a <br />Community Reinvestment Housing Council, and declaring an emerg~cy, as amended," in <br />order to permit multi family dwellings of tea! units ar more to qfy for tax exemption, <br />and declaring an emergency. Mrs. Bahas moved for suspension of the rules requiring <br />three readings and committee review; second by Mr. Limpert; motion passed usly. <br />Mr. McKay commented that this ordinance was being passed far the of senior <br />housing. As president of the Housing Council, he is not in favor of giving every apartment <br />dwelling of 10 or more apartments a tax abatement. Tax abatements must go before the <br />Housing Council and each is decided on its own merits. Mayor Boyle agreed that this <br />legislation was needed for senior housing; and, if it did not pass, senior housing could be <br />delayed for another year. Mrs. Bahas moved for ad~tion; second by Mr. Limpert; <br />motion passed unanimously. Ordinance No. 94-79 adopted. <br />Ordinance No. 94-80 was introduced and placed on first reading by Mayor Boyle. An <br />ordinance establishing the organizational chart and composition of emergency central <br />dispatch and declaring an emergency. Mrs. Bahas moved for su~en~on of the rules <br />requiring three readings and committee review; second by Mr. Nashar. Roll call: Bahas, <br />yes; Nashar, yes; Saringer, yes; Limpert, no; Musial, yes; McKay; yes. Motion passed <br />with five affirmative votes and one negative vote. Mrs. Bahas moved far adoption; <br />second by Mr. Nashar; motion passed unanimously. Ordinance No. 94-80 adopted. <br />Miscellaneous Business <br />Mrs. Saringer scheduled a Building, Zoning and Development Committee meeting for <br />Wednesday, May 11, at 7 p.m. <br />Mr. McKay scheduled a Legislative meeting for Monday, April 25, at 7 p.m. and <br />requested that Linda Pallotta att~d for an interview for the position on the Human <br />Resources Advisory Board. Also, Ordinance 94-78 will be discussed at this meeting. Mr. <br />McKay requested that Mayor Boyle attend the meeting. <br />Mrs. Bahas moved that Council adjourn into an executive session to discuss land <br />acquisition; second by Mr. Nashar; motion passed unanimously. <br />9 <br /> <br />
