MINUTES OF THE MEETING OF THE COUNCIL <br />OF THE CITY OF NORTH OLMSTED <br />MARCH 15, 1994 <br />Present: Council President Boehmer, Council Members Bahas, Limpert, Lmd, <br />Musial, Nashar, Saringer <br />Also Present: Mayor Ed Boyle (late arrival), Law Director Michael Gareau, Finance <br />Director James Burns, Clerk of Council Barbara Seman <br />Absent: Council Member McKay <br />Council President Boehmer called the meeting to order at 8:04 p.m in Council Chambers, <br />5200 Dover Center Road, North Olmsted, Ohio. <br />Members of the audience were invited to join Council in reciting the Pledge of Allegiance <br />to the Flag. <br />President Boehmer announced that Ordinance Nos. 94-10, 94-15, 94-54 and 94-55 would <br />be passed under suspension of the rules; Ordinance No. 94-12 had been removed from the <br />agenda. <br />Law Director Gareau reported: 1) With regard to Fox vs. the City of North Olm~ed, <br />a lawsuit alleging the city negligently inspected a house under construction, he notified the <br />insurance company that the Law Department will file an answer on behalf of the city as <br />well as a motion for summary judgment. These documents have been prepared and will be <br />filed within the next two days. <br />2) Under the direction of the Law Department, the Civil Service Commission has issued a <br />new list with respect to the position of Building Inspector. What impact this will have on <br />the Robinson case has not yet been determined. <br />3) The Eliza Jennings case has been appealed for the third time. <br />Finance Iirector Burns reported: 1) The $3.6 million rollover note issue was sold at <br />3.48%. Interest rates have gone up significantly from January 19 when the $2.5 million <br />issue was sold at 2.85%. The $9.5 million new issue will be sold on Apri15. <br />2. The Internal Revenue Service has armed the city to participate in a "non-filer program." <br />This will entail the posting of information and making pamphlets available in order to <br />encourage people who have not filed an income tax return to get back into the tax system <br />Because the Internal Revenue Service provides information to the State of , who in <br />turn provides information to the Regional Income Tax Agency, the city may also be able <br />to identify non-filers. <br />Mr. Lind, Chairperson of the Finance Committee, reported: 1) On Tuesday, March 8, the <br />Finance and Streets and Drainage Committees met in joint session.
