Council Minutes of 3/15/94 <br />Director Bohhnann. The committees discussed Ordmance 94-48 which provides for the <br />widening of the intersection of Butternut Ridge Road and Victoria Lane. The <br />approximate cost is $235,000, but Shore West ConstYUCtion will pay for the i~tstallation of <br />the traffic light. Because this is ahigh-accident area, the committees recommended <br />approval. <br />2) The Finance Committee met on Tuesday, March 8; and m attendance were Council <br />Members Lind, Musial, Limpert, I3ahas, Nashar; Finance Director Burns; Service Director <br />Bohlmann. Agenda items were as follows: <br />a. Ordinance 94-46 which authorizes the Service Director to advertise for bids for an <br />aerial work platform. The cwrent vehicle is a 1974 bucket truck that is being shared by <br />the traffic department and the tree service. The approximate cost is $50,000, and the <br />committee recommended approval. <br />b. Ordinance 94-47 which authorizes the Service Director to advertise for bids fora 60' <br />aerial lift truck which will primary be used by the tree service. The committee <br />recommended approval. <br />c. Minor amendments were made to Ordinance Nos. 94-10 and 94-15, the 1994 <br />appropriations and organizational chart. The committee recommended approval. <br />Mr. Nashar, Chairperson of the Public Safety, Health and Welfare Committee, reported: <br />1) The Safety Committee met on March 15; and in attendance were Council Members <br />Limpert, Saringer, Nashar and Lind. The committee discussed anew liquor permit for <br />4949 Great Northern Boulevard. This was the former location of Chester's, and the new <br />establishment will be Red Robin Burger and Spirits Emporium The permit is a DSI, and <br />the committee recommended approval. Mr. Nashar moved to approve the new liquor <br />permit for Red Robin Burger and Spirits Emporium at 4949 Great Northern Boulevard; <br />second by Mrs. Saringer; motion passed unanimously. <br />Mr. Limpert, Chairperson of the Environmental Control Committee, reported: 1) The <br />committee met on March 8; and in attendance were Council Members Bahas, Lmd, <br />Limpert, Nashar and McKay. The committee discussed Ordinance 94-30 which provides <br />for tightening the standards of non-organic waste materials leaving various city buildings <br />and flowing through the Wastewater Treatment Plant. This is being done to comply with <br />more stringent requirements of the EPA. The committee recommended approval. <br />2) The committee held preliminary discussions on Ordinance 94-61 which will be on first <br />reading this evening. <br />AUDIENCE PARTICIPATION <br />Paul Miller, 3941 Pine Circle, encouraged City Council to pass Ordinance 93-140 which <br />will regulate superstores. Mr. Miller is concerned about the burden put on city services <br />and the infrastructure by retail establishments. He would like an impact study to be made, <br />with the possible outcome of requiring retail establishments to bear some of the costs that <br />are being placed on the city. Mr. Gareau said that some of these issues had been <br />addressed with the adoption of the Master Plan. Hopefiilly, the proposed new zoning for <br />the west end of the city will encourage alternate uses of the available land. As to imposing <br />2 <br />
