Council Minutes of 3/15/94 <br />AUDIENCE PARTICII'ATION (cont~ued) <br />impact fees, this is not such an easy task. Studies have to be done so that the fees that are <br />imposed can be supported. A ~ecific formula for the payment of fees has to be <br />established, and a trust fiord must be establisled to pay for the improvemta~ts. If the <br />improvements are not constructed, the m+~tey mast be returned. Mr. Miller feh that the <br />Council sl-ould study the problem to deter~mne where the economic burden should be <br />placed. <br />Robert Strnad, 4861 Porter Road, wanted. to know Council's position on the Master Plan. <br />Mr. Gareau and Mr. Boehmer explained that the Master Plan, as presented by the ~g <br />Commission and the County l~nning Coon, had been approved by Council. Mr. <br />Lind explained that the Maier Pfau is a guidelffie; it does not became law until the zoning <br />changes recommended by the P9auning Commission are passed by Council. Council is <br />currently studying several proposed zoniatg changes. Mr. Strnad asked if the long-range <br />plan for the city was a votable issue. Mrs. Bahas explained that the electorate had voted <br />on a Charter amendment to allow the Planning Commission to develop a Master Plffi that <br />would be reviewed every four years. <br />LEGISLATION <br />Ordinance No. 93-140 introduced by Mayor Boyle and the entire Council was given its <br />third readmg. An ordinance amenchng the Zoning Cade of the City of North Olmsted by <br />adding thereto a new Section 1139.11 of Chapter 1139, entitled "Regulation of Super- <br />stores," as amended Mrs. Saringer moved for adoption; second by Mrs. Bahas; motion <br />passed unanimously. Ordinance No. 93-140 adopted. <br />Ordinance No. 93-155 introduced by Mr. Lord and the entire Council was given its third <br />reading. An ordinance providing for the amendment of the Zone Map of the City of North <br />Olmsted by changing the parcel of real property identified as Block "A" on the Cinnamon <br />Woods subdivision prelitary land use plan and located on the west side of Barton Road <br />near the entrance to Cinnamon Woods in the City of North Olmsted, from Mixed Use `B" <br />District to `B" one Family Residence District. Mrs. Saringer moved for adoption; second <br />by Mr. Nashar; motion passed unanimously. Ordinance No. 93-155 adopted. <br />Ordinance No. 94-16 introduced by Mayor Boyle was given its third reading. An <br />ordinance establishing the organization and composition of the non-uniform, part-time <br />personnel of the Police Department and declaring an emergency. Mr. Lind moved for <br />adoption; second by Mrs. Sarimger. Roll call: Lind, yes; Saringer; yes; Musial, yes; <br />Nashar, yes; Bahas, yes; Limpert, abstain. Motion passed with five affnmative votes and <br />one abstention. Ordinance No. 94-16 adopted. <br />Resolution No. 94-28 introduced by Mr. Lord was given its third reading. A resolution <br />authorizing the Director of Public Service to advertise for bids for one (1) combination <br />sewer cleaning machine, and declaring an emergency. Mr. Lind moved for adoption; <br />second by Mr. Musial; motion passed unanimously. Resolution No. 94-28 adopted. <br />3 <br /> <br />
