Council Minutes of 3/1/94 <br />2) The second Finance Committee meeting was held at 7 p.m on February 17, and in <br />attendance were committee members Lind, Mussel, McKay; Council Members Nashar, <br />Lina~ert, Saringer; Mayor Boyle; Safety Director Gundy; Fire Chief Qsterhouse; Assi~ant <br />Fire Chief Smith. The entire meting was devoted to the contsnuiug discuYs~on of the <br />1994 appropriation ordinance. The recommendations of the Finance Committee will be <br />given at the next Council meeting. <br />3) The third Finance Committee meting was held at 8 p.m on February 23, and in <br />attendance were committee members Lmd, McKay, Musial; Council Members Nashar, <br />Limpert, Saringer; Mayor Boyle; Finance Director Burns; Service Director Bohhnann. <br />The following items were discussed: <br />a. Ordinances 94-49 through 44-53 which are renewals of existing note ordinances that <br />will come due on March 24, 1994. These notes are to be rolled over into new notes with <br />maturity dates of approximately December 1, 1994. The committee recommended <br />approval. These ordinances will be passed under suspension of the rules. <br />b. Ordinance 94-15 which establishes the organizational chart and composstion of the <br />non-bargaining unit personnel of the city. The legislation provides fora 4 1/2% increase <br />in the salary range for those Adm~i~ration employees without a union counterpart, and <br />an additional 2.5% for those Admini~rative personnel who have union counterparts but <br />lack the long-term employment pos~'bs~ies. There was a lengthy line by line discussion <br />on this legislation. The committee recommend some adjustments to wage ranges and <br />recommended approval of the amended ordinance. <br />4) The fourth meeting of the Finance Committee was held at 7:30 p.m on February 24, <br />and in attendance were committee members Lind, McKay, Musial; Council Members <br />Saringer, Limpert, Nashar; Mayor Boyle; Safety Director Gnmdy; Recreation <br />Commissioner Fattlar. The 1994 Recreation Department appropriations were discussed. <br />Additional funding of approximately 580,000 was granted based on the anticipated <br />carryover from 1993. The Recreation Department projects a 6% revenue increase for <br />1994. Council is precluded by law from appropriating more than what was mated on the <br />amended certificate which was filed with the County Auditor. If the revenue increase does <br />occur, the Recreation Department can request that Council appropriate this increased <br />revenue for recreation use. The committee decided to discuss the Recreation <br />Commission'sfive-year capital spending program at a later date. <br />Because a large number of Alexander Road residents were in attendance to discuss street <br />repair, President Boehmer asked Service Director Bohhnann to address the residents on <br />this topic. Mr. Bohlmann said he believes that, if any street should be repaired in 1994, it <br />should be Alexander Road. However, there are some very valid reasons why the street <br />cannot be done this year. The city has an agreement with the county to install new box <br />culverts on Clague Road. The county is currently trying to obtain temporary easements <br />on several properties before this work can begin. This project will impact Alexander <br />Road. A drainage ditch which currently goes underneath Alexander Road, travels halfway <br />toward Clague Road in a westerly direction, proceeds north across Greenwood Circle and <br />Stoneybrook and then turns west and ties into box culverts will be extended all the way <br />down Clague Road.
