Council Minutes of 3/1/94
sewer system can be connected with the new box culverts on Claque Road. Stoneybrook
and Greenwood Circle were repaired because the storm sewers and culverts were of
adequate size. More water cannot be put into the system; it must be diverted to the new
box culverts on Claque Road. There would be no sense in resurfacing Alex~der Road
until the infrastructure work is complete. Mr. Bohlmann does not agree that Mr. Lind is
not being informed; he works closely with Mr. Lind. There are streets in all wards that
need repair. The residents of Ambour Drive feel that their street mould be repaired this
year also. However, Ambour Drive is a 1995 project. Basically, the selection process
targeted the streets that were m the worst shape. Although engineering services are
continuing on the streets, it is not possible from a manpower or weather situation to do 17
streets in one construction season.
Mrs. Huth asked Mr. Bohlmann if he was promising that Alexander would be repaired in
1995. Mr. Bohhnann replied that he could not personally promise because the authorizing
legislation must be passed. by Council. In addition, the work cannot be started until the
county project is complete. The intent and purpose is to do that street in 1995. The work
to be done will include widening and the installation of curbs and catch basins. In
addition, the street will receive a solid base of asphalt because it is cost prohinitive to do it
in concrete. Mr. Nashar commented that the Streets and Drainage Commhtee, along with
Mr. Bohlmann, did inspect city streets in 1992 and 1993 to determine which should be
included in the present repair program
Mayor Boyle said that he believed the residents understand that the city's project hinges
on the county's work to be completed. He suggested that the residems send their petition,
along with letters from him and Council, to the county. Mr. Bohhnann said that the
county had completed the drawings for the project and that the process of obtaining
easements from Claque Road residents had begun. Mayor Boyle stated that the city could
begin construction before the county project is complete as long as the city completion
date does not precede the county con~letion date. Therefore, if we can nail the county
down to a time frame, we can both be working at the same time.
Mrs. Beringer asked Mr. Bohhnann if this county project was part of the county plan to
widen Claque Road. Mr. Bohimann answered that this sewer project was being done in
conjunction with the widening plan. About a year and a half ago, the county agreed to put
the drainage system in to take care of some of the flooding problems that have consistently
occurred in the northea~ quadrant of the city for the past forty years. Mrs. Beringer asked
whether Westlake was agreeable to the project, and Mr. Bohlmann said they were.
Ted Guzik, an Alexander Road resident, felt that the repairs to the street could be done
this year and the sewer tie-in could take place when the county project is complete. Also,
Mr. Guzik objected to constructing the new street of a~halt instead of concrete. Mr.
Bohlmann stated that the .intent is to take the culvert that is currently there and extend it
all the way to Claque Road to connect to the new box culverts that the county will be
installing. If the culvert pipe were installed this year, there would be nowhere for the
water to go. Once the street is resurfaced and catch basins are installed, the ground water
cannot naturally seep into the ground. Therefore, more water is being put into the storm
sewer system. This could cause a potential flooding problem.
6
,, ~ ,- .~..~. ~w~.. n~,:.~:.~~,~~~~rn~~:~;
