Council Minutes of 3/1/94 <br />Jerry Manchas, 23345 Alexander Road, said he felt this was an emergency situation. When <br />it rains, the water comes up to the ssdewalks and it is dangerous for cldldren. Also, during <br />the summer, the standing water attracts mosquitoes, which makes it imposs~'ble for <br />residents to sit outside. <br />Mr. Bohlmann stated that the ~tuation will be evahiated this summer to check on the <br />progress of the county because he believes the street will not last ire than one more <br />winter. In answer to a question as to where the culverts will go, Mr. B stated that <br />the culverts will proceed north into Westlake and drain iirto a large lake in Quail Hollow. <br />The cost of this project will be shared 8Q°/+~ by the county and 20°lo by North Olmsted and <br />Westlake. Mayor Boyle asked Mr. Bohhnann to explain what easements were being <br />pursued by the county. Mr. Boh~mann ~atexl that some were acquisition easements and <br />some were construction easements. <br />Al Germ, 23406 Alexander Road, asked when the lawns that had been excavated would <br />be repaired. Mr. Bohhnann stated that work had been done in conjunction with the <br />sanitary sewer reconstruction program As soon as weather permits, the city will begin <br />landscaping these properties. Mr. Germ noted that the city has a moral obligation to fix <br />Alexander Road. He feels that Alexander Road was further deteriorated whew Claque <br />Road was repaired because the heavy construction trucks traveled Alexander. He has <br />lived on Alexander for over forty years and has not seen much maintenance done in all <br />those years. <br />Mr. McKay said that City Council and the administration have done what is morally right <br />and have accomplished more than any other adna~inistration in the past twenty years. <br />Before this administration, astreet repair program did not exist. In past years, there was <br />often as little as $30,000 for an entire year's street repair. Our current program is <br />progressing well. <br />John Kozminski, 23393 Alexander Road, said he has a swale in front of his home that <br />does empty into a sewer. He would like to know where the water goes. Mr. Behlmann <br />explained that there is an existing culvert on Alexander Road and the water is dumped into <br />the catch basins. <br />Mrs. Huth asked Mayor Boyle if she was correct in assuming that the county's project <br />was contingent on the purchase of easements on Claque Road. Mayor Boyle said that he <br />had questioned Mr. Bohhnann on the type of easements the county was looking for. His <br />answer was that some were purchases and Mme were temporary construction easements. <br />He plans to sit down with Mr. Bohlmann and determine if the city can assist the county in <br />obtaining the construction easements in order to expedite the county's project. The <br />Mayor would like Mrs. Huth to begin circulating the petition which will be sent to the <br />county in an effort to make that government aware that repairs to Alexander Road are <br />contingent on the Claque Road sewer project. Mr. Bohlmann cautioned that, ahhough <br />North Olmsted may have all its easements m place, the project can be delayed if Westlake <br />does not have all it easeau~ts in place or if the county has not acquired whatever land is <br />necessary.
