Council Minutes of 3/1/94 <br />Westlake so that they can be aware of the project's status. Mrs. Bahas commented that <br />she was aware of the poor condition of Alexander Road. The city is trying very hard to <br />make up for the neglect of the past forty years. However, it does not make sense to repair <br />the street only to rip it up again to do the sewer work. <br />A member of the audience questioned Mr. Bohlmann as to why Alexander Road was not <br />going to be replaced with concrete. Mr. Bohhnaan stated that theme is only sc- much <br />money to do this work and many streets need to be repaired. We are trying to do as many <br />streets as possible with the money that is available. Mr. Germ asked Mr. Bohhnanii what <br />was going to be done to the street this year. Mr. Bohlmann said that the street would be <br />cold patched temporarily. When the hot patch plant opens in the spring, the city will do <br />hot patching on the street. Mr. Germ feels this would be a waste of money, and the city <br />should just wait and do the job properly next year. He also stated that his back yard is in a <br />flooded condition every year uxttil June. He had been promised that the drain tiles in his <br />yard would be connected to the Rice Ditch, but this was never done. Mayor Boyle said <br />the city has affected many in~rovements since 1990. He is not debatitig that things were <br />done wrong in the past, and he is not shirking the respon~bility for correcting the things <br />that were previously done wrong. However, there is no magic wand. <br />Mr. Lmd suggested that Mrs. Huth act as a liaison between him and the Alexander Road <br />residents so that everyone can be informed. <br />Jim Coufalik, 25129 Mitchell Drive, wanted to bring to Council's attention the traffic <br />~"` problems of the residents living between Great Northern Boulevard and Columbia Road. <br />The access streets to this development are Mitchell Drive and Westview Drive. The two <br />problems are: <br />1. The westbound Lorain Road traffic backs up in the turn lane, especially on holidays <br />and on the weekends. <br />2. Residents are not able to safely exit Westview Drive onto Lorain Road. The problem <br />exists both eastbound and we~bound but is particularly bad for westbound traffic. The <br />reason for this problem is a right turn arrow at the Shell station at Great Northern <br />Boulevard and Lorain Road. It allows traffic to begin to move shortly after the <br />eastlwestbound traffic ceases. There are approximately two to three seconds available for <br />Westview traffic to pull onto Lorain Road. <br />Mr. Coufalik requested that the city traffic engineer look into these problems and consider <br />the following solutions: a. A second optional turn lane on Lorain Road into Great <br />Northern Boulevard; b. Remove the right turn on red arrow at the corner of Great <br />Northern Boulevard and Lorain Road and make it a no right turn on red. Mayor Boyle <br />agreed this was a problem area and said he would ask the traffic enguieer to look into it. <br />Mrs. Bahas asked that the traffic engineer look into the traffic pattern of the shopping strip <br />located on the south side of Lorain Road and Great Northern Boulevard. <br />~~ Mr. Coufalik is also concerned with businesses that do not pick up the trash on their <br />properties. He would like to see a city program which would direct businesses to clean up <br />their properties without a complaint being filed by a neighbor. Mr. Coufalik asked <br />8 <br />~.~~~ ~ , , <br />
