Council Minutes of 2/15/94 <br />6) Some time ago, Council was asked to put the zoning changes for the Sherwin <br />Williams site and the west end of the city on hold. The Mayor is continuing to <br />discuss these zoning changes with the Planning Co~aission anti has received some <br />input fran the members. Council is asked to keep this legislation in committee <br />at present. The Mayor would like to sponsor a meeting between Council and the <br />Plaa~rai.ng Coamnission to discuss this legislation. <br />7) Many residents of Ambour Drive have expressed concern about the status of the <br />street repair. At this time, the engineering study is about 75X cc>aaialete. After <br />the steady is complete, it will be reviewed by the F~gineering Departaeecat. When a <br />definite cost has been determined, the project will be presented to Council. <br />Law Director Garesu reported: 1) The final notification of the judgment entry in <br />the Eliza Jennings case has been received. The judge has granted the city 10~ <br />interest frcxn 1990 which amounts to more than $30,000. <br />2) With respect to the Federal case dealing with Mr. Robinson, a meeting was held <br />with the Law Department, the Safety Department acd the insurance attorney who was <br />appointed to represent the city. In the process of reviewing the test rankings, <br />it was determined that an error was made in the way the written test scores were <br />added. When the scores were recalculated, Mr. Robinson grad fifteen others were <br />found to have passed the test. Mr. Robinson has now moved from 16th to 19th on <br />the list. Mr. Gareau will recadm~ad that the Civil Service Co~ni.ssion correct <br />this error to indicate that Mr. Robinson did pass the test. The list is good for <br />another two to three months. <br />3) The ordinance dealing with disturbances on public transportation has been <br />amended and will be available for the next Council meeting. <br />4) With the amendment of the Zoning Code in 1991, nairsing homes were removed from <br />the General Retail Business District and placed in the Residence District. Thus, <br />nursing hota~s are currently not a permitted use in a Senior Residence District. <br />Consequently, it is not passible to have nursing facilities associated with <br />senior residence housing. This is a major problem that City Council and the <br />Planning Commission will need to address. <br />Finance Director Burns reported: 1) On first reading tonight are Ordinance Nos. <br />94-36 through 94-42, which are the note ordinances for the 1994 capital improve- <br />ment program. Included in this program are street projects, sewer projects and <br />equipment and other major purchases. The fiscal officer's certificates have been <br />filed with the Clerk's office. <br />Mrs. Saringer, Chairperson of the Building, Zoning and Development Committee, <br />reported: 1) The committee met on February 9 with all members present and <br />Council Members Lianpert acrd Musial, Building Ct>taYnissioner Conway and Assistant <br />Engineer McDermott. Agenda items were as follows: <br />a. Adon Equipment, 23904 Lorain Road, a proposal to add an to an existing <br />storage building in the rear. This will be a pole barn building sided with white <br />prefinished metal siding to match the existing building. The Planning CosFami.ssion <br />approved the proposal on February 8, and the committee had no objections. Mrs. <br />Saringer moved to approve the Adon Equipment addition to an existing storage <br />building; second by Mr. Musial; motion passed unanimously. <br />2 <br />
