Council Minutes of 2/1/94 <br />c. Ordinances 93-159 and 93-160, which deal with the acquisition of Springvale, <br />were deferred until the next Council meeting. An executive mission will be <br />called this evening to obtain an update on negotiations with regard to the <br />purchase of Springvale. <br />d. Ordinance 94-11, which provides for competitive bidding of the flc~r-testing <br />function which was formerly a part of the overall sewer pha~ biddir~ process. <br />It is anticipated that six flow meters will be installed and monitored at a cost <br />of $2,000 per month, not to exceed a total cost of $20,000. The conmttee <br />recanmended approval. <br />e. Ordinance 94-6, which provides far a blanket bid process for one year's usage <br />of sodium aluminate by the Wastewater Treatment Plant. The committee recosnnended <br />approval. <br />f. Ordinance 94-7, which establishes the compensation and benefits for all part- <br />time employees of NONIBL. These rates will bring L employees into line with <br />RTA part-time employees. The committee reear~nded approval. <br />g. Ordinance 94-17, which provides for the balancing of ftmds for the year ended <br />December 31, 1993. The can~rittee recommended approval. <br />h. The capital improvements budget for 1994 sparked a lengthy discussion. The <br />following projects will be furxied: $3 million for sewer repairs; $5.47 million <br />for street and recreation site repairs; $1.2 million for equipment of which <br />$500,000 will be the cost of a new aerial fire truck. The Finance an+d Streets <br />and Drainage Committee will jointly discuss legislation providing for repairs to <br />seven areas of streets within the city. <br />2. The Finance Committee will meet on Wednesday, February 2, at 8 p.m. <br />Mr. Musial, Chairperson of the Transportation Committee, reported: 1) The <br />committee met on January 26 to discuss Ordinance 94-12. Present were the <br />committee members, Council Members Lind and Limpert and Human Resources Director <br />Copeland. Mr. Copeland informed the committee of the incidents that have led up <br />to the formulation of Ordinance 94-12. <br />Mr. Limpert, Chairperson of the F,nvirormaental Control Committee, reported: 1) <br />The caimi.ttee, along with Council Member Saringer, met to discuss Ordinances 94-8 <br />and 94-9. These ordinances provide for the participation of North 0]msted in the <br />Cuyahoga County Solid Waste Plan. The committee recommends approval., <br />Audience Participation <br />Theresa Hruby, 52 Brendan Lane, would like to have the Police more visible in <br />the neighborhoods. She feels the presence of patrol cars would be a deterrent to <br />home break-ins. Also, Ms. Hruby would like the city to install emergency <br />telephones at exits of I-480, especially at the Clague Road exit. l~torists have <br />been asking area neighbors to use private telephones and this presents a safety <br />concern to the residents. Mr. McKay said that about two weeks ago he had asked <br />Service Director Bohlm~tln to make a request to the State of Ohio for emergency <br />phones at all I-480 exits in North Olmsted.
