MINUTES OF THE MEETING OF THE COUNCIL
OF THE CITY OF NORTH OLMSTED
JANUARY 18, 1994
Present: Council President Boehmer, Council Members Bahas, Limpert, Lind,
McKay, Musial, Nashar, Beringer
Also Present: Mayor Ed Boyle, Law Director Michael Gareau, Finance Director
James Burns, Clerk of Council Barbara Semen
Council President Boehm~r called the meeting to order at 8:08 p.m. in Council
Chambers, 5200 Dover Center Road, North Olmsted, Ohio.
Members of the audience were invited to join Council in reciting the Pledge of
Allegiance to the Flag.
The minutes of the meeting of January 4, 1994 were approved as written.
Mr. Boehmer announced that Ordinance Nos. 93-159 and 93-160 would be removed from
the agenda, and Ordinance No. 94-17 would be added to the agenda.
Mayor Boyle reported: 1) The county has begun installing mobile data terminals
in city Police cars. The equipment will allow our officers to make ct~cks on
vehicles without transmitting through dispatchers. This will improve safety for
officers because the information will be available to them before they approach
the vehicle.
2) On Monday, January 10, two new Police officers, Darin Powers and Michael
Kilbane, were sworn in. These officers will fill the vacancies created by a
retirement and the start up of the DARE program. A Civil Service test for Police
officers will be given this March, and the city will increase advertising in an
effort to attract women and minorities to take the exam.
3) Along with Service Director Bohlmann, met with the senior housing architect to
review the preliminary footprint of the complex. The project will be done in
phases with the independent and congregate buildings being completed first. We
are giving consideration to merging independent and congregate units in the same
building so that a resident could move from one type of unit to the other without
changing buildings. We have asked the architect to look at doing less than the
80 independent and 80 congregate units. The footprint demonstrated one of our
buildings to be on the property belonging to the Catholic Diocese. Therefore,
that particular placement will be changed. The LeBlond Corporation, as the
contractor for the Catholic Diocese, will break ground sometime toward the end of
this year; and it is possible that the city construction may also begin by the
end of the year .
4) Along with Htmnaxi Resources Director Copeland, met with the county to discuss
the $300,000 grant for senior housing, possible future grant money and to bring
them up-to-date on the land acquisition.
5) Although the Planning Commission did not have a quorum at its last meeting,
Wal-Mart did present their plans for the Brookpark Road site. However, they have
not withdrawn from the Dover Center Road site.
6) The Service Department has done a great job keeping the city streets clean
during the adverse weather conditions of the past two weeks. Elderly or handi-
capped residents who are having difficulty with snow removal should contact our
.gin ..-, ......~ .-•> ~ -=rte..
