Because tY~e parking lot is newly paved <br />this year, we are looking into an alternate site. Mr. Fattlar had ~ted the <br />toboggan area as a possible site and had contacted Service Director Bohlmann to <br />determine if that site would present a problem because of the drainage ditch. Mr. <br />Boh7:mam determined that a pipe could be put in and. the ditch covered at a <br />reasonable cost so that the Dover Players could use this area. Mr. Fattlar wss <br />about to bring the request to the attention of Safety Director Gandy and the <br />Recreation Commission. However,. this week the president of the Dover Players, <br />Beverly Martindale,. circulated a letter within the community basically saying <br />that the city refuses to allow the Players to erect their tent in the toboggan <br />area. In addition, Mrs. Martindale included a post card which should be sent to <br />the Mayor protesting this action.. This letter is incorrect because Mr. Fattlar <br />has been attempting to secure the toboggan site for the Dover Players. Also, <br />nobody from the Dover Players has contacted the Mayor to discuss the situation. <br />Couneii Members Babas and Saringer receiv~l similar letters from Mrs. Martindale. <br />Mrs. Babas felt that the Dover Players do offer a service to the city arxi are an <br />asset. Mayor Boyle agreed, but said he wanted to make the situation public so <br />that the members of the Dover Players could "get their act together." <br />Mr. Nashar asked Mayor Boyle if the city would be adding a second officer to the <br />DARE program. Mayor Boyle replied that the DARE program will be assessed on a <br />yearly basis to determine whether another officer should be added or if the <br />expansion can be handled through Crime Prevention Officer King. <br />Mrs. Saringer asked Mayor Boyle if rent subsidies would be available for senior <br />housing. The Mayor replied that ~ had written to Secretary of Housing arxi Urban <br />Development Henry Cisneros about that topic. He has not yet received a reply. <br />The Mayor has discussed the possibility of making local subsidies available to <br />senior residents. However, the rents that are being anticipated are lower than <br />market because we have removed the profit motive, will finance with low interest <br />rates and will keep costs dcywr- because of the lowest and best bid requirements. <br />All this functions as a built-in subsidy. In addition, the LeBlond complex will <br />be built under tax credit financing. Tax credit financing has a window of inctxne <br />comparable to HUD financed subsidies. The difference is that a resident need <br />qualify under the income level only once. If income should go up, the resident <br />does not have to move. The Mayor is also attempting to set up a program of <br />financial help to seniors through local churches ar~d organizations such as the <br />Knights of Columbus and Kiwanis. <br />Mr. McKay expressed concern for older .city residents who are having difficulty <br />clearing out driveway aprons after the snow plows have cleared tl~ streets. <br />Mayor Boyle agreed this was a problem; and, although we do try to provide <br />assistance to these people, the city does not have a large enough work force to <br />clear out driveway aprons. <br />Mr. Boehmer suggested that Council Members stop by City Ha11 and let the Service <br />Department crews know their efforts are appreciated. <br />2 <br />,. <br />
