Council Minutes of 1/18/94 <br />Law Director Gateau reported: 1) A reply has been filed in the Eliza Jennings <br />case, and opts-trial will be held on January 28• <br />2) A request has been forwarded to ttye Rocky River Court that the bailiff rive <br />Mrs. I~dwards from the city property that hss been appropriated for the new Fire <br />Station. <br />3) The mediator's report on the Rc~binscm case has been received. <br />4) Law Director has -been waking with ianaur~ce ccn~sel on the Nercmi case. <br />The. p~ssibiii.ty of raising the issue caf the complaint having been films outsi <br />of the Statute of Limi.tati heaa b~ dscu~d.. <br />5) A letter has been cent tc> the attorney reprresentng the Dancik family with <br />regard to the offer for their property. This property is adjacent to the O'Grady <br />property where the senior htnisng cxlex will be built. If the offer is ~t <br />accepted within ten days, legislation will be prepared to begin appropriation <br />proceedings. <br />Finance Director Burns reported: 1) The mte rollovers approved at the last <br />Council Ming were sold at an interest rate of 2.85. <br />2) A consultant firm has ccamplet~i a study on the city's utility rates. Several <br />rec lions were made, and two of the rec bons have been accat~plisheci <br />and one is in the process. We have chsr~ed the method of billing to "time-t~f- <br />day" billing on electric meters at tl~t Recreation Center srsi Wastewater Treatment <br />Plant . T11e savings at the Trea t Flant will be $21, ()DO a year; the de3v~gs at <br />the Recreation Center will be $13,000 a year. The third recomtttendation, to <br />convert a gas meter at the Treatment Plant to a third-party supplier, is in the <br />process of conversion.. It is anticipated that this chatlge will result in a <br />yearly savings of $5,000. Mr. I~ashar iced for clarification on how we caul.d <br />change gas companies. Mr. Burma explained that East Ohio Gas would transit the <br />gas through their lines atxl charge a fee for this service. A certain volutes of <br />gas must be used before this switch is economically feasible, and there is <br />sufficient volume an this orie particular meter to warrant the change. Mr. McKay <br />noted that the supplier pays the trportation cost to East Ohio Gas. Also, he <br />mentioned that the city hss received Brous benefits and services in the past <br />from East Ohio Gas, which will not be available in the future. Mayor Boyle <br />agreed that the city has received many services in the past from East Ohio Gas <br />and CEI. <br />Mrs. Beringer, Chairperson of the Building, Zcming and Devela1xnent Committee, <br />reported: 1) The cottt~ittee met on January 12 and in attendance were committee <br />members Nashar, McKay, Beringer; Council Member Limpert; Building Commissioner <br />Conway; Assistant Engineer M~CDermott; several residents. The follopwing items <br />were. discussed: <br />a. Rollo Pollo Restaurant, 25730 Lorain Road, a proposal to renovate the Italian <br />Oven Restaurant and reactivate the drive-thru window. This plan was heard by the <br />Planning Cotnnissio~n on November 9 and again on Novennber 23 after several changes <br />had been made. The committee approved the plan but did express disapproval of a <br />sign which is proposed for the east side of the building. Mrs. Beringer moved to <br />approve the Rollo Pollo Restaurant plans with the recommendations of the Planning <br />Commission; second by Mr. McKay; motion passed unanimously. <br /> <br />3 <br />
