Council Minutes of 11/21/95 <br />Ordinance No. 95-157 was introduced and placed on first reading by Mrs. Saringer. An <br />ordinance authorizing and directffig the City Engineer to accept and record a plat titled <br />"Lot Split for Crossbar Reahy Company" which clarifies and establishes a section of the <br />right-of--way from Lorain Road in the City of North Ohmsted and declaring an emergency. <br />Mrs. Saringer moved for suspension of the rules requiring three readings; second by Mr. <br />Nashar; motion passed unanimously. Mrs. Sariager moved foT adoption; second by Mr. <br />Nashar; motion passed unanimously. Ordinance No. 95-157 adopted. <br />Resolution No. 95-158 was introduced and. placed on fast reading by Mayor Boyle. A <br />resolution opposing the use of a product distribution process called cross-docking, and <br />declaring an emergency. <br />Ordnance No. 95-159 was introduced and placed on first reading by Mayor Boyle. An <br />ordnance to make appropriations for curre~rt expenses and expenditures for the City of <br />North Olmsted for the year ending December 3 1, 1996. <br />Ordnance No. 95-160 was introduced and placed on first readmg by Mr. McKay on <br />behalf of Mr. Lind. An ordinance amending Section 8 of Ordinance 95-24 entitled "An <br />Ordnance Establishing Rates of Compensation for Various Administration and Legislative <br />Personnel and Declaring an Emergency as Amended." <br />Ordinance No. 95-161 was introduced and placed on first reading by Mr. McKay. A <br />resolution to adopt the f~ancial statement balances as of December 31, 1992 and use <br />these balances as the begim-ing balances for subsequent years, and declaring an <br />emergency. <br />MISCELLANEOUS BUSINESS <br />Mr. McKay scheduled a BZD meeting for Wednesday, November 29, at 7 p.m. Mr. <br />McKay scheduled aCouncil-as-a-Whole mesrting on Monday, December 4, at 7:30 p.m, to <br />discuss the Charter amendment proposals. Mr. Gareau, Mayor Boyle and Mr. Wilamosky <br />are asked to attend. <br />Mr. Nashar moved to excuse the absence of Mr. Lind and Mr. Limpert; second by Mr. <br />Musial; motion passed unanimously. <br />Mr. Miller requested that the Safety Committee, with input from Safety Director Kesler, <br />review the speed limit and road markings on Bradley Road in front of the soccer fields. <br />He feels this area needs attention for the safety of children. Also, Mr. Miller reque~ed <br />that the city ask ODOT to place a portable warning sign on I 480 near the Great Northern <br />Boulevard exit. Because of the heavy holiday shopping traffic, vehicles have been backing <br />up on the highway causing a safety hazard. Service Director Bohhnann commented that <br />the traffic signalization project should hey to alleviate the Christmas traffic exiting at the <br />Great Northern exit. A loop detector will be placed at the bottom of the ramp in order to <br />® detect stacked vehicles on the ramp. The detector will alert the system to adju~ the traffic <br />~~~, <br />
