<br />Council Minutes of 10/3/95 <br />Resohitian No. 95-140 was introduced and placed on first reading by Mr. McKay on <br />behalf of Mr. Lord. A reso~tion authorizing the Director of Public Service to advertise <br />for bids for partial depth concrete joint repair on various streets in the City of North <br />Olmsted, as per ~ecifications now on file in his office, and authoring the Mayor to <br />contract for same and declaring an emergency. <br />Resolution No. 95-141 was introducai and placed on first reading by Mr. McKay on <br />behalf of Mr. Lind. A resolution authorizing the Director of Public Service to advertise <br />for bids for diesel fuel and ' e products for use by the City of North Ohneted, as per <br />specifications now on file in his office, and authorizing the Mayor to contract for same, <br />and declaring an emergency <br />Resohrtion No. 95-142 was introduced and placed on first readmg by Mayor Boyle. A <br />resolution urging the Ohio I,egis~ture to reject House Bill 68, which bdl is due for <br />consideration and will, if approved, greatly relax the present prolm'bition a citizens <br />carrying concealed weapons ~ their persons. Mr. McKay moved for suspan of the <br />rules requiring three readings and committee review; second by Mr. Miller. Roll call: <br />McKay, yes; Miller, yes; Iampert, no; Nashar, yes; Beringer, yes. The mot~m did not <br />receive the required five affirmative votes and failed. The legislation will be given its <br />second reading at the next Councd $. Mr. Limpert commented that he had cast a <br />negative vote because he had not had an opportunity to read: House Bs~168. He is hesiotant <br />to vote to su~end the rules until he has more information. Mayor Boyle coated that <br />he introduced the legslatiom because he feh our citizens and police forces would be put in <br />jeopardy by allowing people to carry concealed weapons. Mr. Mdller, a court. eyee <br />who said a shooting had occaured at his work place, said he felt it was mkt upon <br />every member of the Council to support Resohution 95-142. He feels the Council has an <br />obligation to all of our citizens to limit the carrying of concealed weapons in our <br />community. Mr. Limpert said he was not speaking out against the resoltution, just <br />suspension of the rules. Mayor Boyle said he respected that position; however, he will <br />forever oppose any type of concealed weapon law. <br />Resohrtion No. 95-143 was introduced by Mr. McKay on behalf of Mr. Musial. A <br />resolution urging the State Legislature to provide for a law which would expressly permit <br />municipal corporations to set amide from current fiscal year resources to be placed in a <br />separate fund (rainy day reserve fund) to pay unanticipated general fiord obligations, and <br />declaring an emergency <br /> <br />8 <br />
