Council Minutes of 9/19/95 <br />2) On the sewer bill, the billing for Jufiy was 52.9 MCF, which brought in $1,602 that was <br />billed against an estimate of $2,900 from the Malcolm Pirnie study. In Augur, the battling <br />was for 40,672,000 CF, which was short of the 45,057,000 CF projection from Malcolm <br />Pirnie. In addition, the billing for August was billed at the wrong rate. Therefore, <br />$300,000 less was billed than should have been. After discussions with the Law Director <br />and representatives of the Clewed Water Department, we have decided to reis~e the <br />August bills. The new bags will be mailext by Thursday or Friday of this week. <br />Mrs. Beringer, Chairperson of the Building, Zoning and Development Co 1) The <br />committee met on September 11 and in att~dance were Council Members McKay, <br />Nashar, Miller, Lampert, Musial, Beringer and Finance Director Burns. The following <br />items were discussed: <br />a. Great Northern Plaza North and Brookpark Road. Mr. Corsi was in attendance <br />representing Great Northern. This proposal was previously reported at the May 16 <br />Council meeting. However, action was delayed until a landscape plan was submhted and <br />approved and an agreement was reached with the city to repair the present road. These <br />issues have been resolved. The committee had no objections to the proposal Mrs. <br />Beringer moved to approve the Great Northern Plaza North and Brookpark Road <br />proposal; second by Mr. Nashar; motion passed unanimously. <br />b. A letter received from Fred Bower with regard to a possible change in the Zoning <br />Code. The committee turneai down the request because Mr. Bower had the opportunity <br />to appeal and to go before the Planning Commission in July of 1990. <br />2. The second Building, Zoning and Development Committee meeting was held on <br />September 18 and in attendance were Council Membeers McKay, Nashar, Beringer, ll+er; <br />Building Commissioner Conway; Assistant Engineer Mcl?ermatt. Also, Mark Bressler <br />and Al Ricks from Great Northern Mall were preset. The following items were discussed: <br />a. A site improvement plan for the property bounded by Brookpark Road, Great Northern <br />Boulevard and Country Chit Boulevard (Great Northern Mall). This proposal was <br />approved by the Plannffig Commission on September 12. The Planning Commisaion <br />recommended that the photometric plan show zero tolerance at the lot Ime with shiekting <br />for the property line lights, the walkway between Kaufmann's and the Plaza be reinstated <br />and that the owners address the problem of the short-stacking lane at the entrance. The <br />BZD Committee had no objections. Mrs. Beringer moved to approve the site <br />improvement plan with the recommendations of the Planning Commission and the BZD <br />Committee recommendation that a slight mounding be created on Brookpark Road; <br />second by Mr. McKay; motion passed unanimously. <br />b. Lone Star Steakhouse. This proposal had also been discussed at length on August 8, <br />but action was delayed because the Engineering Department had identified an issue that <br />needed to be addressed. This is~e has now been resolved. Necessary legislation to accept <br />the right-of--way will be forthcoming. Mrs. Beringer moved to accept the right-of--.way <br />proposal which will be formally addressed through legislation and to approve the building <br />plans; second by Mr. McKay; motion passed unanimously. <br />2 <br />
