Council Minutes of 9/19/95 <br />Mr. Miller, Chairperson of the Recreation, Public Parks and Buildings Committee: 1) The <br />ice rink dedication is scheduled for September 27. <br />2) He recently spoke to an assistant administrator of airport planning who indicated that <br />the projected finish date for the airport runway project is early November. <br />Mr. Nashar, Chairperson of the Public Safety, Health and Welfare Committee: 1) The <br />committee met on September 19 and in att~dance were Council Members Beringer, <br />Litnpert, Musial, Lmd,ll~iller and Naehar. The committee discussed the liquor transfer of <br />the Parry Shoppe at 27600 Loraffi Road to Mr. Beverage & Magazines, Inc., 27600 <br />Lorain Road. The committee had ao c~#jections. Mr. Nashar moved to approve the liquor <br />transfer from the Patty Shoppe to Mr. Beverage & Magazines, Inc.; second by Mr. <br />Limpert; motion passed unanimously. <br />2) Mr. Nashar said that he had received a copy of a letter that an Aspen Drive resident <br />had received from the ci#y with regard to the trapping of wild. animals by the animal <br />warden. The letter stated that the city will no longer be re~onstble for tromping wild <br />animals. This issue was discussed in caucus with Mr. Bohhnann who had indicated to <br />Council Members that this service had become cost proht'brti' 've. Also, the State of Qhio <br />has mandated that these animals be euthanized, which would cod approximately $25 to <br />$35 per animal. The letter did list six private animal control companies that could be <br />called to dispose of a wild animal. The resident would be responsible for the cost. Mr. <br />Nashar would like to see the former policy reinstated wherein the city would trap and <br />dispose of the animals. Mr. Nashar said that in the case of a sick or injured animal, <br />residents can call the Police Department for help. <br />Mr. Limpert, Chairperson of the Environmental Control Committee: 1) The committee <br />met on September 11 and in attendance were Council Members Miller, Musial, Beringer <br />and Limpert. The committee discussed Ordinance 95-118 which would add zinc to the list <br />of chemicals that is regulated as to the amount that can be put into the city sewer system <br />The EPA has lifted the litnhations for zinc However, it is felt that it is necessary for the <br />city to regulate the zinc amounts for efficient operation of the Wastewater Treatment <br />Plant. This regulation should not cause a hardship to any resident or business in the city, <br />and the committee recommended approval. <br />AUDIECNCE PARTIC~'~'?N <br />Ed Carney, 3666 Clague Road, was very concerned and became quite agitated as he spoke <br />about the "serious wild animal problem" in the city. Mr. Carney feels the health and safety <br />of residents is being compromised because the city is no longer trapping wild animals. He <br />suggested that Council Members were not making any effort to solve the wild animal <br />problem Also, Mr. Carney is very concerned about residents who feed wild anitr~als, <br />especially cats. Mr. Gainey wants the city to put extra traps out in and around his property <br />and collect the animals after they are caught. He would also like Council to pass a law <br />providing for a mandatory $1,000 fine for feeding wild animals. Mrs. Beringer explained <br />to Mr. Carney that this issue had only been made-known to Conned this evening during <br />the caucus session. She personally does not believe it should be the hoi~owner's <br />responsibility to have to pay if they have a troublesome or bothersome animal in their <br />4 <br />
