Council Minutes of 9/19/95
.~ vicinity. Mr. Miller commented that he resented Mr. Cemey's remarks that Council was
not doing anything to solve this problem. The issue was brought up during caucus, there
was discussion and Council will be looking at the situation. Mr. Carney said he took back
his comments, perhaps the comments were unfair because he had not told Council about
the problem. However, he then proceeded to say that he has told Council about other
issues and nothing had bpi done. He matte further a~gations that Council cogducts
"secret meetings." The entire Council was insultexl and distressed by Mr. Cerney's
remarks. President Boehmer informed Mr. Cemey that his time allotment was over. Mr.
McKay spoke about the deer problem in the State of Ohio, and stated that even the Ohio
Wildlife Department has no answer to the problem.
Richard Stack, 5761 Allendale Lane, asked for an update on the flooding problem in his
area. Mr. Bohlmann commented that the administration is putting together a
comprehensive report which will be presented to Council. The Allendale area will be part
of this report. However, he said a preliminary determination would be that a new storm
line running from the ditch on the east side of Great Northern Boulevard into the
Metroparks would be needed. He will provide a copy of the comprehensive report to Mr.
Stack when it is completed.
Margaret McKay, 5197 Cohunbia Road, was distressed by Mr. Cerney's comments and
spoke in defense of Council She said that on a Sunday afternoon her husband,
Councilman McKay, and her brother had personally removed a raccoon from a remdent's
fireplace.
Bob Frindt, 4084 Claque Road, spoke in opposition to the proposed Claque Road project.
Mr. Frindt had previously spoken to Council about this issue. He prese~ited. Council with
additional names to a petition asking that the project be abandoned. In addition, he has
sent a copy of a letter written to Mayor Boyle and copies of the petition to Jerry Wray of
the Ohio Department of Transportation, County Engineer Thomas Neff and Congressinau
Martin Hoke. Mr. Frindt and his neighbors support Mayor Boyle's suggestion that
Route 252 be extended instead of the Claque Road project. He asked that Council
consider an action that would finally resolve this iss~ie so the residents can "get this off our
backs" and provide a sohrtion to disperse the traffic in the area. Mayor Boyle commented
that he had written to Mr. Wray of ODOT but had not yet received a reply. If he does not
receive a reply within the next week, then he, Service Director Bohlm~ann, City Engineer
Deichmann and Law Director Gareau will meet to discuss some type of legislation "to
throw a little bit more weight behind this." He does not understand why Route 252 is
being ignored because it would connect I-90 and I-480 at fiill interchanges. Mr. Frindt
commented that it was his understanding that there was a budget crunch. He said the
federal government was subsidizang 80% of the Claque Road project, but at this time no
money had been allocated for any project. Mayor Boyle stated that he hated to gull the
carpet out from under Claque" because even if Route 252 were to go through Mr. Frindt
and his neighbors on Claque Road still have a traffic problem--currently it is very difficult
for them to get out of their driveways. He feels that the traffic problem pos~'bly could be
eased with the addition of another lane, making Claque Road athree-lane road. He said
