+v <br />Council Minutes of 9/5/95 <br />carry unqualified opinions when completed. Whether or not to go back and reissue 1989 <br />and 1990 has now become somewhat of a moot point in that the State Aud~or no longer <br />has a concern. In light of the fact that subsequent audits will receive uaquatl. opinions, <br />the cost to the city seems unwarranted. We are moving forward.. A resort on the entire <br />procedure will be issued in the near future. <br />Jack Finlin, 4000 Fieldmg Drive, spoke about flooding problems. He and Service Director <br />Bohlmann had a "good meetffig" about the floodurg problem at his home. Mr. Bohhnann <br />is aware of the problems at this residence because he lived across the greet for fifteen <br />years. Mr. Finlin believes the maw problem is the culvert at the end of Fielding and Keats <br />which is about two-thirds blocked with dirt, rocks and silt. He and other resid~ts of <br />Canterbury Woods would like to have this culvert cleaned. Mr. Nashar coma~ted that <br />the city is well of the problem with this ditch and other ditches and will be applying for <br />Issue 2 funds to help finance the cost of these projects. Mr. Limpert asked Mr. B <br />whether the Canterbury Woods area is on the "short list" of projects to be completed. Mr. <br />Bohlmann replied that there are a number of projects on that short list--perhaps nine or <br />ten--and he cannot give preferential treatment to one area. He is preparing a <br />comprehensive report for Council that will list the projects to be completed along with <br />cost estimates. Hopefully, all the projects will be funded. <br />Trudy Moore, 3970 Tennyson Road, also lives in Canterbury Woods and spoke about the <br />flooding problems. The culvert which runs beneath her property is m desperate need of <br />cleaning and regrading. Her basement floor has heaved and cracked due to the water. <br />Mr. Limpert commented that he has seen the damage to Mrs. Moore's basement and feels <br />that "heaved" and "cracked" do not fully explain the unbelievable dams~ge. The Moores <br />have a severe problem, and he feels this should be addressed in the comprehensive plan. <br />Mary Solderitsch, 5482 Allendale Lane, spoke on behalf of residents on Allendale, Carey <br />Lane, Butternut Ridge and Cohu~ia Road. These problems were discussed at the last <br />Council meeting; and, since that time, a pump has been installed. Mrs. Solderitsch asked if <br />the source of the problem in this area had been idemified and what, if anything, was being <br />done to alleviate it. Also, Mrs. Sokleritsch commented that she had heard that North <br />Olmsted `~s getting a bad reputation for flooding and people don't want to buy in the <br />area." Another thing she is hearing is that "everywhere there is a retention basin. for <br />commercial building, the residents are having flooding." Mayor Boyle commuted that <br />property values in North Ohns~ed have been going up--quite drastically. There was a time <br />in the 1970's and 1980's when floodmg was a tremendous problem, but we have <br />eliminated a good deal of the flooding in the 1990's. More work does need. to be done, <br />and we are addressing the problems. However, property values are reflecting the work <br />that has been done. With regard to the business retention, there was one retentkm basin <br />built to date standards that has been a problem We are now increasing it because we <br />believe the state standards were the problem Mod, if not all businesses in the city, have <br />retention built into them In addition, a choke requirement limits the amount of water that <br />can be discharged into the storm system The present law requires that the flow into the <br />storm system be no more than 90% of what would be discharged in a one-year storm, <br />4 <br />
