w
Council Minutes of 9/5/95
which is an extremely small amount. The city also requires that new residential areas
incorporate retention into the development. Mayor Boyle commented that at a previous
Council meeting it had been stated that the flooding in Mrs. Salderitsch's neighborhood
was due to the Butternut Ridge Apartments and the Moea~ building. Actually, the water
flow from the Moen buildhtg does not go through this area but flows directly to the I 480
storm system. The Mayor commented that the pump that was installed is terary, and
the city hopes to come up with a perma~tent sohrtion. Mrs. Solderitsch asked if the chokes
had been checked to see if they are working properly. Service I?irect®r B stated
that the choke pipe at the Butternut Ridge apartments was checked earl it is intact and of
the appropriate design size. He believes that the in~altation of a relief sewer will cure the
flooding problems in this area. This project will be fisted on the comprehensive plan to be
presented to Council.
President Boehmer announced that a special Council meeting would be held at 8 p.m on
Wednesday, September 6.
Mayor Boyle gave his report at this time: 1) The city has extended its recycling contract
with BFI until 1996. BFI has agreed to a reduction of 45 cuts per household, which will
be a savings to the city of $96,000. One change in the contract calls for newspapers to be
disposed of in paper bags rather than the blue plastic bags. This will be easier to recycle
and will take less energy. The Mayor and Service Director have. pers+analt3' shopped at
various supermarkets and convenience stores in the city to test the ability of resid~ts to
acquire paper or plastic bags. There has not been a problem m getting either type of bag.
According to BFI, North Olmsted has one of the highest amounts of recyclable materials
turned in and one of the highest participation rates. Our residents should be app3auclal for
their cooperation. Mayor Boyle ttated that he would submit the remainder of his report to
Council in writing.
Mr. Miller asked the Mayor to comment on a letter received from a resident who claimed
that putting newspapers in paper bags would be a problem in inclement weather. He
wondered whether residents could also tie the newspapers with string. The Mayor said
that tying the newspapers would not be a problem, and residents could put the bags in
small containers if they wished. He does not feel that rain will be a problem because the
bags and newspapers can absorb a good deal of water. Mr. Limpert sugge~ed that, if the
weather is too bad, residents could hold the newspapers for a week. The saving of
$96,000 would certainty be worth this minor inconvenience. Mr. Miller further
commented that he and other residents have been observing the recycling crews to be sure
that recyclables are not compacted with trash. They have not observed this taking place.
Mayor Boyle said that, if someone should see this occurring, to please report it
immediately. BFI has quickly responded to such complaints in the past because this means
a loss of money to the company.
v
5
