MINUTES OF THE SPECIAL MEETING OF THE COUNCIL ~5 OF THE CITY OF NORTH OLMSTED MAY 30,1995 Present: Council President Boehmer, Council Members Limpert, Lmd, McKay, Miller, Musial, Nashar, Saringer Also Present: Clerk of Council Semen Council President Boehmer called the special meeting to order at 7:38 p.m in Council Chambers, 5200 Dover Center Road, North Olmsted, Ohio. FINANCE COMMI7[TE~ RE~JRT Mr. Lind, Chairperson of the Finance Committee: 1) The committee met on Monday, May 22. Present were committee members Musial and Lmd; Council Members Saringer, Limpert and Nashar; Mayor Boyle; Finance Director Burns; Service Director Bohlmann; Safety Director Kesler; Personnel & Administrative Director Wilamosky. The committee discussed appropriations and salaries. Since only two members of the committee were present, no recommendations were made on legislation. 2) The Finance Committee met at 6:30 p.m this evening, Tuesday, May 30. In attendance were all Council Members, Mayor Boyle, Finance Director Burns, Service Director Bohlmann, Safety Director Kesler and Personnel & Administrative Director Wilamosky. The following items were discussed: a. Ordinance 95-21, which establishes the organization and composition of the non- uniform, part-time personnel of the Police Department. The legislation provides for a 4 1/2% increase in hourly rates for approximately 59 employees, including school guards, Police auxiliary and dispatchers. The committee recommended approval. b. Ordinance 95-24, which establishes salary increases for the administrative and legislative non-bargaining employees. The increases will be 4 1/2% in 1995, 3 1/2% in 1996 and 3% in 1997. Beginning in 1998, increases will be based on the cost of livimg. The city intends to seek cost of living increases for bargaining unit employees as the individual contracts are negotiated. The committee recommended approval. c. Ordinance 95-47, which establishes salary increases for non-bargaining unit employees of the North Olmsted Municipal Bus Lme. These increases will be paid out of NOMBL funds and not out of the General Fund. The committee recommended approval. d. Ordinance 95-85, which is the amended 1995 appropriation. This legislation absorbs the deficit from 1994. Council will consider the establishment of a reserve fund in the future. The committee recommended approval.
