Special Council Minutes of 5/30/95 <br />LEGISLATION <br />Ordinance No. 95-21 introduced by Mayor Boyle was given its third reading. An <br />ordinance establishing the organization and composition of the non-uniform, part-time <br />personnel of the Police Department and declaring an emergency. Mr. Lind moved for <br />adoption; second by Mr. Nashar; motion passed unanimously. Ordinance No. 95-21 <br />adopted. <br />Ordinance No. 95-24 introduced by Mayor Boyle was given its second reading as <br />amended. An ordinance e~ablishmg rates of compensation for various administration and <br />legislative personnel and declaring an emergency as amended. Mr. Lind moved to suspend <br />the rules requiring three readings; second by Mr. Limpert; motion passed unanimously. <br />Mr. Lind moved for adoption; second by Mr. Limpert; motion passed unanimously. <br />Ordinance No. 95-24 adopted. Mr. Musial cammented that Ordinance 95-24 adhered to <br />the concept of strategic planning in that it establishes percentage pay increases for several <br />years and then reverts to cost of living increases. He feels that this concept is i~ortant to <br />the operation of a city or a business. <br />Ordinance No. 95-47 introduced by Mayor Boyle was given its second reading. An <br />ordinance establishing the compensation, benefits and working conditions for salaried <br />employees employed by the North Ohns~ted Municipal Bus Line, who are not members of <br />the North Olmsted Transit Employees Association, collective bargaining unit, and <br />declaring an emergency. Mr. Lind moved to suspend the rules requiring three readings; <br />second by Mr. McKay; motion passed unanimously. Mr. Lind moved for adoption; <br />second by Mr. McKay; motion passed unanimously. Ordinance No. 95-47 adopted. <br />Ordinance No. 95-85 was introduced and placed on first reading by Mr. Lind on behalf of <br />Mayor Boyle. An ordinance amending 95-23 passed on March 29, 1995, to provide <br />revised appropriations for fiscal year 1995. Mr. Lind moved to suspend the rules <br />requiring three readings; second by Mr. McKay; motion passed unanimously. Mr. Lind <br />moved for adoption; second by Mr. McKay; motion passed unanimously.
