Council Minutes of 5/16/95 <br />Planning Commission on April 25; however, the neon was not approved. Committee <br />members McKay and Nashar felt the concept would not be objectionable and voted to <br />approve. Mrs. Beringer did not vote in favor of the use of neon because she felt it was <br />necessary to keep with the continuity of the Planning Commission and the city to eliminate <br />outline neon lighting. Mr. McKay commented that the neon on Tony Rome's will be <br />shielded and the light will wash the side of the buildmg. Mrs. Beringer moved to approve <br />the proposal; second by Mr. McKay. Roll call: Beringer, no; McKay, yes; Limpert, yes; <br />Lind, yes; Miller, no; Musial, yes; Nashar, yes. The motion passed with five affirmative <br />votes and two negative votes. <br />c. Great Northern Plaza North and Brookpark Road, a proposal to erect barricades on the <br />drive behind the shopping center in order to eliminate through traffic Leonard Corsi and <br />Karen Shultz representing Great Northern were in attendance. Residents Geneiveve <br />Barber and Paul Benson were also in attendance. The proposal will close an access road <br />near Plaza North. The plan was approved by the Planning Commission on April 25 and by <br />the Architectural Review Board on April 19. The committee agreed with the Planning <br />Commission on the proposal to erect a barricade on the drive behind the shopping center <br />and concurs with the commission that there should be a landscaped area on either side of <br />the barricade. Action on this proposal will be delayed until a landscape plan is submitted <br />and approved and an agreement is reached with the city to repair the present road. <br />d. Assistant Engineer McDermott presented a proposal to combine into one parcel <br />various separate parcels owned by Great Northern properties. The plan includes a lot split <br />of certain permanent parcel numbers, the assembly of permanent parcel numbers, the <br />vacation of Lamont Drive and a zoning request. The committee had no objections and <br />moved to approve as per the submitted plat. This proposal was approved by Planning <br />Commission on April 11 with a request for a restrictive covenant. The committee agreed <br />to approve without the restrictive covenant. Necessary legislation will be forthcoming. <br />Mrs. Beringer moved that Council approve the concept and proposal; second by Mr. <br />Nashar; motion passed unanimously. <br />e. Red Robin restaurant, 4949 Great Northern Boulevard, a proposal submitted under the <br />minor change format. Dick Mongello and Suzanne Kemp-Kopko presented the <br />architectural plans. The original proposal was approved when the property was Chester's <br />restaurant, but a section of the building was never constructed. The current owners wish <br />to enlarge the original proposal which will project from the north side of the main <br />structure behind the outdoor patio area. The addition will accommodate a handicap entry. <br />Also, a small 17x15 addition to be used as a waiting area will be placed in the southwest <br />corner of the existing structure. The west and south face of the addition will be in line <br />with the existing walls. The brick veneer, windows and cornice will match the existing <br />structure. The committee had no objections. Mrs. Beringer moved to approve the Red <br />Robin proposal; second by Mr. McKay; motion passed unanimously. <br />f. The committee objected to a proposal submitted by Wal-Mart under the minor change <br />format to install floodlights at four locations on their property. <br />g. Bridgeport Village subdivision, preliminary plan approval Mr. Tom Basalla presented <br />the plan which had been approved by the Planning Commission on April 25. Committee <br />members McKay and Nashar voted to approve the plan. Mrs. Beringer was not in favor of <br />`' the plan because she felt there were many unanswered questions and omissions.
