Council Minutes of 5/3/95 <br />Mr. Lmd, Chairperson of the Finance Committee: 1) The committee met on Apri124, and <br />~~~ in attendance were all Council Members, Mayor Boyle, Service Director Bohlmann, <br />Finance Director Burns, Personnel & Administrative Director Wilamosky and residents <br />from Ambour Drive. The following agenda items were discussed: <br />a. The city will borrow approximately $6 million to cover street repairs and sanitary <br />sewer repairs for 1995. The General Fund will be used to fund 1995 and future street <br />repairs until the older debt is paid off. The committee approved all the street legislation, <br />including the addition of Beech Lane. <br />b. Ordinance 95-45, which is the sale of Fire Station No. 1 property. The new station will <br />be available between June 1 and July 1, 1995. The legislation authorizes the appraisal and <br />public bidding for the sale of the property. The committee recommended approval. <br />c. Ordinance 95-46, which establishes the compensation and benefits for the part-time <br />hourly employees of the North Olmsted Municipal Bus Line. This ordinance is basically <br />consistent with RTA wages, and the committee recommended approval. <br />d. Ordinance 95-47, which is a salary ordinance that will also be discussed at the May 9 <br />Finance Committee meeting. <br />e. Ordinance 95-49, entitled "Street Cleaning Deposit and Fee." This is a discretionary <br />reduction in refunds depending on the final infections of construction projects around the <br />city. This is not a revenue producing issue. The committee recommended approval. <br />Mr. Limpert did not have a committee report but wished to comment on the senior van <br />issue. He said he sincerely hoped that the administration would be able to rescind the <br />NOCOP cuts for the senior citizens who depend upon this transportation. <br />Mayor Boyle asked to speak to the NOCOP issue at this point. The Mayor explained that <br />to effect efficiencies in the city budget, he had asked every department to make budget <br />cuts. Unfortunately, the cuts made to NOCOP caused a reduction in senior van service. <br />He apologized to the senior citizens for the inconvenience and explained that it was not his <br />intention to make those cuts. The service will be restored. One of the cuts made by Mr. <br />Bohlnann in the Service Department was the elimination of the City Hall cleaning service. <br />The savings of these funds will be used to restore the senior van to fitll service. <br />AUDIENCE PARTIC~'ATION <br />Carl Kessler, Jr., retired Lt. North Olmsted Fire Department, 5451 Whitehaven Avenue, <br />presented a petition to Council regarding the dedication of the new fire station in memory <br />of Chief Ray A. Bement. The petition was signed by 694 citizens, fellow firefighters and <br />friends of Chef Bement. Mr. Kessler explained that Ray Bement had become a vohmteer <br />North Olmsted firefighter at the age of 15. Upon discharge from the U. S. Army in 1954, <br />he became afull-time member of the North Olmsted Fire Department, in 1959 was <br />promoted to Lieutenant and became Chief in 1964. Chief Bement was a man of foresight <br />and was instrumental in bringing the Fire Department into the modern era by upgrading <br />equipment, vehicles and training. Chief Bement retired in 1980 and passed away in 1987. <br />,~, Because of Chief Bement's dedication to America and the City of North Olmsted, the <br />petitioners ask that the new fire station be named in his memory. <br />3 <br />
