Council Minutes of 4/18/95 <br />Mrs. Saringer, commenting on the previously approved Marjak development, said that she <br />{,,, was not entirely happy with the situation; however, variances had previously been granted <br />and she did not believe the plans could be turned down. Mr. Miller remarked that he <br />believed the developer, before purchasing the property, had known the property would not <br />support retail and that variances would be needed. Mr. Miller feels the city should do <br />more to protect residential property from commercial development. <br />Mr. McKay, Chairperson of the Intra-Governmental Relations, Legislation and Long- <br />Range Planning Committee: 1) The committee met on Monday, April 10, and in <br />attendance were Service Director Bohlmann, Finance Director Burns, Safety Director <br />Kesler, Personnel Director Wilamosky and Council Members Lind, Limpert, Miller, <br />Musial, Nashar and McKay. The committee discussed Ordinance 95-38 which deals with <br />part-time employees at the Police Department (dispatchers), Recreation Department and <br />Springvale Golf Course. The legislation approves part-time employees holding more than <br />one part-time position due to the nature of the jobs and the difficulty of filling the <br />positions. The committee recommended approval. <br />Mr. Lmd, Chairperson of the Finance Committee: 1) The committee met on April 10. In <br />attendance were committee members McKay, Musial and Lmd; Council Members <br />Limpert, Miller and Nashar; Finance Director Bums; Safety Director Kesler; Service <br />Director Bohhnann; Ken Mues and Tom Terbrack from NOMBL. Agenda items were as <br />follows: <br />a. North Olmsted Transit Employees Association contract, which has been delayed until <br />the RTA contract could be completed. Highlights of the contract include the following: <br />an increase in the part-time bus operator permissible percent from 20% to 23%; a <br />provision allowing management more flexibility in using part-time help on the weekends; <br />an increase m the uniform allowance for operators; an increase in the mechanics annual <br />tool and safety shoe allowance; an increase to the hostlers and material handlers uniform <br />allowance for safety shoes to meet OSHA standards. Also included in the contract is a <br />provision requiring employees to pay S% of the estimated amount of health insurance for <br />the first year of the contract and 8% thereafter. The contract also includes a maximum <br />wage limitation for NOMBL employees equal to RTA employees. The wage increases per <br />hour are as follows: 2 1/2% effective August 1, 1994; 2 1/2% effective August 1 of 1995; <br />3.4% effective August 1 of 1996. These are the same rates received by RTA employees. <br />The committee recommended approval. <br />b. Ordinance 95-37, which authorizes the Service Director to accept bids for the <br />improvement of Claque Road Culvert No. 1 near Esther Avenue. Engineering fees will be <br />approximately $8,500. Cost of the repairs is approximately $52,000, which will be paid <br />equally by North Olmsted and Cuyahoga County. The culvert is presently in such poor <br />shape that it is being shored-up by timbers and no buses are allowed to travel in this area. <br />Because of safety concerns, Claque Road will be closed for three weeks while the work is <br />completed. The committee recommended passage of the legislation. <br /> <br />6 <br />
