Virtually every contract came in well below the engineering <br />estimates. The money that was borrowed was not spent foolislily--it was spent to address <br />the infrastructure problems. During all this time, the city has kept its good bond rating. <br />We are now in a position where we will have to start slowing down. However, we are <br />still in a position where we are able to convert our outstandmg notes to bond and still get <br />a very low interest rate--the lowest of almost anything the city has had on the books in the <br />last 30 to 40 years. And the city has been fixed. <br />LEGLSLATION <br />Ordinance No. 95-20 introduced by Mr. McKay was given its third reading. An ordinance <br />amending Section 1163.23 of the North Olmsted Zoning Code, entitled "Exemption to <br />Regulations," and creating new Section 1163.231, entitled, `regulation of Painted Wall <br />Murals in Commercial Districts." Mr. McKay moved for adoption; second by Mr. Nashar; <br />motion passed unanimously. Ordinance No. 95-20 adopted. <br />Ordinance No. 95-25 introduced by Mr. Miller was given its third readmg. An ordinance <br />amending Chapter 941 of the Codified Ordinances of the City of North Olmsted entitled <br />`defuse Collection" by creating Section 941.04 therein entitled `placement and Collection <br />of Recyclable Materials" and declaring an emergency as amended. Mr. Miller moved for <br />adoption; second by Mrs. Saringer; motion passed unanimously. Ordinance No. 95-25 <br />adopted. <br />Ordinance No. 95-26 introduced by Mr. McKay was given its third reading. An ordinance <br />authorizing and directing Don Copeland to make application on behalf of the City of <br />North Olmsted for Community Development Block Grant funds for the fiscal year 1995 <br />(21st year), and declaring an emergency. Mr. McKay moved for adoption; second by Mrs. <br />Saringer; motion passed unanimously. Ordinance No. 95-26 adopted. <br />Ordinance No. 95-27 introduced by Mr. McKay was given its third reading. An ordinance <br />authorizing a specification requirement for minority business enterprise and women <br />business enterprise participation in fiscal year 1995, (21st year), Community Development <br />Block Grant projects of 15% for minority business enterprise and 5% for women business <br />enterprise, and declaring an emergency. Mr. McKay moved for adoption; second by Mr. <br />Nashar; motion passed unanimously. Ordnance No. 95-27 adopted. <br />Ordinance No. 95-28 introduced by Mayor Boyle was given its third reading. An <br />ordinance authorizing and directing the Mayor of the City of North Olmsted to enter into <br />an agreement with Malcolm Pirnie, Inc., to provide engineering services pertaining to <br />operational consultation and assistance with respect to sewer transmission lines and the <br />Wastewater Treatment Plant, including all utilities, NPDES permit renewal, and <br />negotiations with the U. S. EPA, Ohio EPA and Ohio Environmental Board of Review <br />and declaring an emergency. Mr. McKay moved for adoption; second by Mr. Nashar; <br />motion passed unanimously.
