<br />considering home improvements and do not want to proceed until they know what the
<br />final plan will be. Mr. Bohlmann said that the city had made a recommendation to the
<br />county for `Flan B." The city has requested an update from the county, but this has not
<br />yet been received. It is his befief that the county will hold a public hearing for residents as
<br />part of the finalization plan. Mayor Boyle explained that this project will require land
<br />acquisition, and that process generally takes two years. He feels that a 1998 start-up date
<br />is probably too ambitious. The city will contact the County Engineer again and attempt to
<br />get an update of the plans. Although the county is the driving force behind this project,
<br />the city does have the right to plan review.
<br />Sheldon Myers, 23947 Ambour Drive, asked the Mayor if his under~andmg that on
<br />April IS the Council was going to tell him what his budget for street improvements would
<br />be was correct. The Mayor once again explained that on or about April 15 the
<br />underwriters and bond counsel would report on the amount of money the city could
<br />borrow to fund capital improvements. Mr. Myers said he feh that the administration and
<br />Council had a priority "shopping list" and he would like that information shared with the
<br />residents of Ambour Drive. Mayor Boyle explained that there was a capital improvements
<br />list and Ambour Drive was on the list. However, the list was not set up in the "priority"
<br />fashion that Mr. Hayes alluded to--that would not be proper budgeting. Mr. McKay read
<br />the list of capital improvements: 1. Slab repair, $600,000. By replacing just the bad
<br />portions of streets that are in reasonable condition, a total replacement cost is avoided.
<br />2. Georgette relief sewer, $325,00. 3. East Park storm sewer, $90,000. 4. Engineering
<br />Services for LeBern, $25,000. 5. Bretton Ridge Phase II, $550,000. 6. Alexander Road,
<br />$700,000. 7. Dover Center/Lorain/Porter improvement, $150,000. 8. South Claque
<br />culvert, $30,000. 9. Frank Street, $500,000. 10. Beech Lane, $300,000. 11. Ambour
<br />Drive, $450,000. 12. Ambour Drive culvert, $175,000. 13. Willett Road, Douglas,
<br />Alden, $600,000. 14. Recreation Center Phase III, $175,000. 15. Sweetbrier, Dewey,
<br />$500,000. 16. Woodview Drive, $225,000. 17. Park Lane, $160,000.

<br />Town Hall, $125,000. 21. Administration Building, $50,000. 22. Claque ParklNorth
<br />Olmsted Park, $25,000. The committee removed some of the projects from the list and
<br />cut back on others, bringing the total down to $4,800,000. Ambour Drive was not
<br />removed from the list. Mr. Limpert commented that, although the city has a $50 million
<br />debt, the Council had originally thought they still had a $5 million borrowing capacity. He
<br />believes the borrowing capacity is in the $2 million range. Mayor Boyle commented that
<br />the $50 million was borrowed to clear up the flooding problems and do most of the
<br />streets. This was an extremely wise investment because the money was borrowed during a
<br />low interest rate period. Actually, the projected borrowing had been over $100 million.
<br />In addition, the city was able to avoid $52 million in fines. The city's priority is still
<br />flooding. And, if the $2 million figure were correct, the proposed list would have to be
<br />drastically cut. However, the actual figure is probably somewhere between $2 million and
<br />$4 million. We do want to make wise decisions on the money that is spent. If the
<br />_ decisions are made in April, it will still allow time to get the projects under way this year.
