Council Minutes of 2/7/95 ~~ Resolution No. 95-17 was introduced and placed on first reading by Mayor Boyle on ,;, behalf of himself and the entire Council. A resolution authorizing the Director of Public Service to advertise for bids for the construction of the sanitary sewer rehabilitation, Phase G, improvements at various locations in the City of North Olmsted, and declaring an emergency. Ordinance No. 95-18 was introduced and placed on first reading by Mayor Boyle. An ordinance authorizing and directing the Mayor of the City of North Olmsted to enter into an agreement with Western Reserve Engineering & Surveying Company, Inc., to provide engineering services for the Georgette Avenue relief sewer project, and declaring an emergency. Resolution No. 95-19 was introduced and placed on first reading by Mr. Limpert. A resolution authorizing the Director of Public Service to advertise and accept bids for the improvement ofthe eastern portion of Sweetbrier Drive as detailed in the specifications on file and authorizing the Mayor to contract for the same, and declaring an emergency. Ordinance No. 95-20 was introduced and placed on first reading by Mr. McKay. An ordinance amending Section 1163.23 of the North Olmsted Zoning Code, entitled "Exemption to Regulations," and creating new Section 1163.23, entitled, "Regulation of Painted Wall Murals in Commercial Districts." Ordinance No. 95-21 was introduced and placed on first reading by Mayor Boyle. An ordinance establishing the organization and composition of the non-uniform, part-time personnel of the Police Department and declaring an emergency. Mrs. Saringer asked that Ordinance 95-20 be referred to the Planning Commission. MISCELLANEOUS BUSINESS Mr. McKay scheduled a Legislative Committee meeting for 7 p.m. on Wednesday, February 22, and requested that Human Resources Director Copeland attend. Immediately following that meeting, the Streets & Drainage and Finance Committees will meet to discuss Ordinances 95-11 through and including Ordinance 95-17 and Ordinance 95-19. Service Director Bohlnaann and Finance Director Burns are asked to attend. Mr. Musial suggested that Ordinance 95-7 be added to the agenda for discussion at the Finance Committee meeting and asked that Safety Director Kesler attend. Mr. McKay noted that Finance Committee Chairperson Lmd would be out of town on that day and would not be able to attend the committee meeting, but he and fellow committee member Mr. Musial would be able to conduct the meeting. After a lengthy discussion, it was decided to consider the Steams Road mounding at a meeting of Council-as-a-Whole. Mr. Nashar tentatively set the meeting for 7 p.m on Monday, February 20. Service Director Bohlnann, Finance Director Burns and Mayor ,F,.
