Council Minutes of 1/17/95
,~~ North Olmsted City Council for that reason. All financial statements that were presented
„„; to City Council have excluded federal funds. The annexation makes sense because it will
provide more revenues and less expenses for what is now considered North Olmsted and
Olmsted Township.
Dennis Lambert, 25057 Carey Lane, would like to be considered for appointment to the
Charter Review Commission. On the annexation issue, Mr. Lambert suggested that
Council vote unanimously so that a clear, business-like message is sent to the citizens of
Olmsted Township that North Olmsted is serious in its proposal. Mr. Lambert
complimented Mrs. Bahas on her years of service as a Council Member, wished her the
best of luck and said that the community would be a little less rich without her.
Otto Rousek, 27173 Cook Road, Olmsted Township, spoke against the annexation. Mr.
Rousek said that he and many people he has spoken to like their way of life and are
satisfied with the services provided by Cuyahoga County. Also, they do not want
development and do not necessarily want any sort of senior housing. They are happy with
the status quo. Mr. Rousek noted that he believed the Township master plan did not
include much development anywhere on Cook Road, but instead provided for
development on Bagley Road. Mayor Boyle commented that Mr. Rousek may have been
misinformed as to the amount of development provided for in the Township master plan.
He explained to Mr. Rousek that North Olmsted has offered to accept the Township
master plan which does provide for the area west of Stearns Road to be developed with
light industry. The Mayor feels it is contradictory for the residents to say they want the
Township to stay rural when their master plan calls for such a large area to be developed
as light industry.
LEGISLATION
Ordinance No. 94-162 introduced by Mr. Musial was given its third reading. An
ordinance establishing certain health care benefits for the position of Council at-Large for
the period commencing January 1, 1996 and ending December 31, 1999. Mr. Musial
moved to table the ordinance; second by Mr. McKay. For the record, Mr. Musial
commented the reason Ordinance 94-162 was being tabled was that Ordinance 94-161,
which established the salary for newly elected Council Members-at-Large, had not
included hospitalization benefits. Hospitalization benefits will not be a benefit offered to
the newly elected Council Members-at-Large. The motion to table the ordinance passed
unanimously. Ordinance No. 94-162 tabled.
Ordinance No. 94-184 introduced by Mr. McKay on behalf of Mayor Boyle was given its
third reading. An ordinance authorizing the annexation of certain unincorporated territory
currently located in Olmsted Township to the City of North Olmsted, directing the
Director of Law to pursue measures necessary to effectuate such annexation, and
declaring an emergency. Mr. McKay moved for adoption; second by Mr. Limpert; motion
passed unanimously. Ordinance No. 94-184 adopted.
x=
5
... , ....
. ,..~ ,M.. ~, ......._..~ ~.~< e.... , ,
