MINUTES OF THE SPECIAL MEETING OF THE COUNCIL <br />OF THE CITY OF NORTH OLMSTED <br />MONDAY, DECEMBER 23, 1996 <br />8 P.M. <br />Present: Council President Boehmer, Council Members Limpert, Lind, McKay, <br />Musial, O'Grady <br />Also Present: Finance Director Burns, Clerk of Council Seman <br />Absent: Council Members Nashar and Saringer <br />Council President Boehmer called the special meeting to order at 8 p.m. in Council <br />Chambers, 5200 Dover Center Road, North Olmsted, Ohio. <br />LEGISLATION <br />Ordinance No. 96-188 introduced by Mr. McKay on behalf of Mayor Boyle and the entire <br />Council was given its second reading. An ordinance to make appropriations for current <br />expenses and other expenditures for the City of North Olmsted for the year ending <br />December 31, 1997. Mr. McKay made a motion to allow Mr. Lind to report out on the <br />legislation discussed at the Finance Committee meeting; second by Mr. Musial; motion <br />passed unanimously. Mr. Lind, Chairperson of the Finance Committee, reported: The <br />committee met this evening at 7 0' clock. Present were Council committee members Lind, <br />McKay and Musial; Council Members Limpert and O'Grady; Council President Boehmer; <br />Mr. Burns and Mr. Bohlmann. Ordinance 96-188 was discussed, which is the temporary <br />appropriation for 1997. It is based on one-third of the 1996 appropriations with funding <br />for the 1996 salt and leaf pick-up programs in their entirety. The ordinance was <br />recommended for approval by the committee. Mr. Lind moved for suspension of the rule <br />requiring three readings; second by Mr. O'Grady; motion passed unanimously. Mr. Lind <br />moved for the adoption; second by Mr. O'Grady; motion passed unanimously. Ordinance <br />No. 96-188 adopted. <br />Ordinance No. 96-193 introduced by Mr. Lind was given its second reading. An <br />ordinance to make and transfer appropriations for current expenses and other expenditures <br />for the City of North Olmsted for the year ending December 31, 1996. Finance <br />Committee Chairperson Lind reported: The committee also discussed Ordinance 96-193, <br />which is a year-end transfer. There is only one additional appropriated amount of $70,000 <br />under the EDP fund for the purchase of equipment to handle the fiber optics for cable <br />television. There is an additional $190,000 transfer for health insurance primarily from the <br />K4 Police Department due to the reduction of prisoner care expense.
