Council Minutes of 12/17/96 <br />^ d. An amendment to the original corporate center preliminary land use plan to allow for <br />,,; renovations at the Radisson Inn. The plan would change an area to the north of the hotel <br />from a recreational use to hotel and parking use in a Mixed Use District. The additions to <br />the hotel will include an additional 109 rooms and a 6,000 squaze foot ballroom which will <br />hold up to 350 people. Mr. Musial moved to approve the proposal of Radisson Inn to <br />change the land use from recreation use to hotel and parking in the Mixed Use District. <br />The motion was seconded by Mr. McKay and unanimously approved. <br />e. Ordinances 96-182 and 96-190 were also discussed. Ordinance 96-182 accepts a storm <br />drainage easement located within a pazcel off of East Park Drive. This will rectify the <br />situation where a sewer is located underneath the gazage of the resident. This situation <br />had prevented the resident from enlarging the gazage or making improvements. Through <br />negotiations with the city, the owner has agreed to provide the city with an easement to <br />circumvent the garage. Ordinance 96-190 involves a storm sewer easement in the Coe <br />lateral ditch on the property of Peter Rinebold. The city has agreed to put in enclosed <br />piping in an open ditch. The committee recommended approval of both ordinances. <br />Mr. McKay, Chairperson of the Streets and Drainage Committee: 1) The committee met <br />on Monday, December 16. Present were Council Members Lind, Limpert, Musial, <br />Nashar, Saringer and McKay; Mayor Boyle; Service Director Bohlmann, Finance Director <br />Burns. The agenda was as follows: <br />a. Ordinance 96-181 which deals with the underground communications system <br />throughout the city. The purpose of this ordinance is to place all communications wiring, <br />including telephone and cable television, underground. All the areas affected are within <br />the public right-of--way or within the underground easements and are intended to locate <br />entirely underground or top flush with the surface in all residential areas. The committee <br />recommended approval. <br />b. Resolution 96-183 which allows the Service Director to advertise for bids for the <br />construction of catch basin, manhole, sidewalk, curbing and pavement repairs at various <br />locations in the city. This project will maintain the streets so as to prevent a total <br />replacement in the future. The committee recommended approval. <br />Mr. Lind, Chairperson of the Finance Committee: 1) The committee met on Monday, <br />December 16. In attendance were committee members Lind, McKay and Musial; Council <br />Members Limpert, Nashar and Saringer; Finance Director Burns; Mayor Boyle; Service <br />Director Bohlmann. The committee discussed the follow legislation: <br />a. Ordinance 96-176 which establishes an investment policy for the city. The legislation <br />was amended for language and cosmetics allowing the holding of investments by the banks <br />as trustees or custodians rather than requiring delivery of the securities to the city. This <br />legislation is required by State Senate Bill 81. It is interesting to note that in the audits <br />released by the State Auditor, passage of this legislation was required by September 23, <br />1996 even though the law did not go into effect until that date. The committee <br />recommended approval, and the legislation will be passed under suspension of the rule. <br />Kam,. <br />3 <br />,. <br />_ -I <br />
