Council Minutes of 12/17/96 <br />b. Ordinance 96-184 which allows for the planning and refurbishing of City Hall. <br />Originally, $75,000 was to be spent on the first floor north end of the building and <br />planning for the remainder of the building renovations. The committee discussed the <br />legislation at length, and a majority did not recommend approval. The legislation will be <br />recommended for tabling. <br />Mrs. Saringer reported on the 1996 Congress of Cities which she and Mr. Boehmer <br />attended in San Antonio, Texas. More than 5,000 municipal leaders gathered to examine <br />how local governments are working to meet community needs and prepare for the tasks, <br />opportunities and potential future obstacles. The convention included dozens of <br />workshops and seminars focusing on ways that local government leaders are forming <br />connections, making choices and finding solutions to address issues or needs in cities <br />throughout America. National League of Cities president Greg Lashutka, Mayor of <br />Columbus, spoke and called on local leaders to bring the resources of their communities <br />together to work on things that must be done locally to sustain their well-being and to <br />reach beyond their boundaries to work in concert with others on important challenges <br />facing their regions, our society and our nation. Other general sessions included a forum <br />examining what the rapidly changing systems and applications of technology may mean for <br />cities. The City of San Antonio arranged for a number of special tours and workshops. <br />Also, the NLC policy committees and the delegates completed their annual processing of <br />revising the League's national municipal policy. The new NLC officers were elected, and <br />Councilmember Mark Schwartz of Oklahoma City will serve as the 1997 president. <br />Several workshops attended by Mrs. Saringer included Connecting Citizens and <br />Government, Visioning, Technology: Challenge and Opportunity and 21st Century <br />Technologies to Enhance Public Safety. Mrs. Saringer has numerous periodicals and <br />information that she will pass on to Council. She encourages everyone to attend future <br />conventions as they are very educational and informative. <br />Mr. Nashar, Chairperson of the Public Safety, Health and Welfare Committee: 1) The <br />committee met on Tuesday, December 17, to discuss a liquor permit for the Clark gas <br />station at 28925 Lorain road. The establishment currently holds a permit for beer only and <br />the addition will be for wine and wine coolers and Sunday sales. The Police Department <br />has no record of problems at this location. The divisional manager of the Clark gas <br />stations reports that all employees go through a training period, and employees must be <br />over 18 to handle the beer and wine. The committee had no objection to the liquor <br />permit and recommended approval. Mr. Nashar moved to approve the liquor permit for <br />the Clark gas station at 28925 Lorain Road; the motion was seconded by Mr. Limpert. <br />Roll call: Nashar, yes; Limpert, yes; O'Grady, yes; McKay, no; Saringer, no; Musial, yes; <br />Lind, yes. The motion passed with five affirmative votes and two negative votes. <br />Mr. Limpert made a recommendation to the Finance Committee that the State of Ohio be <br />hired to do the 1996 audit. Since we cannot go to a private firm without the State's <br />approval, it would seem beneficial to the city in the long run to let the State do the audit. <br /> <br />4 <br />i <br />
