Council Minutes of 12/3/96 <br />who live here want to protect their hometown and make it an even better community. <br />Mrs. Diver wondered how we are going to control the quality of our life and reminded <br />everyone that we can't buy quality of life on a store shelf. <br />Dennis Lambert, 25057 Carey Lane, earlier this year suggested that the city consider <br />establishing its own power company. He would like to see this issue investigated as a <br />Charter issue. Perhaps the Council could examine the Charter and begin to conceive of <br />where such a public utility would fit in. He suggested realigning the section dealing with <br />the sewage treatment plant by creating a department of utilities with a division of sewage <br />and a division of power. He believes this concept is a good one and should be considered <br />since there have been so many power outages--many of them coming during pleasant, <br />sunny weather. Mayor Boyle said that the administration has done some very preliminary <br />investigation into this subject, but is not even close to making a presentation. There are a <br />lot of legal issues and costs that will have to be assessed before a decision can be made. <br />LEGISLATION <br />Resolution No. 96-173 introduced by Mayor Boyle and the entire Council was given its <br />third reading. A resolution authorizing the Mayor to enter into a contract with the <br />Cuyahoga County General Health District for the year 1997, and declaring an emergency. <br />Mr. Lind moved for adoption; second by Mr. McKay; motion passed unanimously. <br />Resolution No. 96-173 adopted. <br />,«~. <br />Ordinance No. 96-178 introduced by Mr. McKay was given its second reading. An <br />ordinance accepting a sanitary sewer easement located on property owned by Samuel J. <br />and Joan C. Capiccioni and designated as Permanent Parcel No. 231-18-11 Cuyahoga <br />County Maps and Records, said easement shown on Exhibit "C" and declaring an <br />emergency. <br />Ordinance No. 96-179 introduced by Mr. McKay was given its second reading. An <br />ordinance accepting a sanitary sewer easement located on property owned by Michael B. <br />and Janice L. Reed and designated as Permanent Parcel No. 231-18-44 Cuyahoga County <br />Maps and Records, said easement shown on Exhibit "C" and declaring an emergency. <br />Ordinance No. 96-180 introduced by Mr. McKay was given its second reading. An <br />ordinance accepting a sanitary sewer easement located on property owned by Michael and <br />Gloria Chakirelis and designated as Permanent Parcel No. 231-18-43 Cuyahoga County <br />Maps and Records, said easement shown on Exhibit "C" and declaring an emergency. <br />Ordinance No. 96-181 was introduced and placed on first reading by Mr. McKay. An <br />ordinance to enact a new Chapter 929 entitled "Underground Communications Systems" <br />of the Codified Ordinances of the City of North Olmsted, Ohio and declaring an <br />emergency. <br />8 <br />
