Council Minutes of 12/3/96 <br />Ordinance No. 96-182 was introduced and placed on first reading by Mr. Musial. An <br />ordinance accepting a storm drainage easement located within Permanent Parcel <br />No. 232-07-005 in the City of North Olmsted, and declaring an emergency. <br />Resolution No. 96-183 was introduced and placed on first reading by Mr. McKay. A <br />resolution authorizing the Director of Public Service to advertise for bids for construction <br />of catch basin, manhole, sidewalk, curbing and pavement repairs at various locations in the <br />City of North Olmsted, and declaring an emergency. <br />Ordinance No. 96-184 was introduced and placed on first reading by Mayor Boyle. An <br />ordinance authorizing the Director of Public Service to receive bids for labor and materials <br />for installing window treatments, wall coverings, carpeting, furniture and other <br />appurtenances at the administrative building, without public bidding and declaring an <br />emergency. <br />Ordinance No. 96-186 was introduced and placed on first reading by Mayor Boyle. An <br />ordinance providing for the submission to the electors of the City of North Olmsted of an <br />amendment to Section 8 of Article VIII of the Charter of the City of North Olmsted to <br />revise the limitation on the aggregate amount of taxes that may be levied by this Council <br />without a vote of the people so as to authorize this Council to levy the tax, at a rate not <br />exceeding seven-tenths of one mill, to provide funds for certain municipal recreational <br />purposes, annually for a continuing period of time, and declaring an emergency. Mr. <br />O'Grady moved to suspend the rules requiring three readings and committee review; <br />second by Mr. McKay; motion passed unanimously. Mr. O'Grady moved for adoption; <br />second by Mr. McKay; motion passed unanimously. Ordinance No. 96-186 adopted. <br />Mrs. Saringer commented that she would have preferred to have the levy vote held at the <br />primary election or the regular election so that more time would be available to educate <br />the public. <br />MISCELLANEOUS BUSINESS <br />Mr. Lind scheduled a Finance committee meeting for 7:30 p.m. on Monday, December 16. <br />Mayor Boyle, Finance Director Burns and Service Director Bohlmann are asked to attend. <br />Mr. McKay scheduled a Streets & Drainage Committee meeting to begin immediately <br />following the Finance Committee on Monday, December 16. The committee will discuss <br />Ordinance Nos. 96-181 and 96-183. Service Director Bohlmann is asked to attend. <br /> <br />9 <br />
