Council Minutes of 11/19/96 <br />a. Ordinance 96-164 authorizing bids for trash and leaf pick-up. The committee <br />recommended approval. <br />b. Ordinance 96-166 which authorized the contracting for asphalt and top coating. The <br />committee recommended approval. <br />c. Ordinance 96-167 which was a line item transfer within the Sewer Revenue Fund and <br />no additional monies were appropriated. The committee recommended approval. <br />d. Ordinances 96-159 and 96-160 which set the salaries for Council President and Ward <br />Council Members for the term beginning January, 1998. The committee agreed to strike <br />Section 2 dealing with health care benefits. The majority of the committee recommended <br />no change to Section 1 which set the salary increases as 3% across the board for the entire <br />four years of the term. The majority of the committee recommended approval. <br />2) The Finance Committee met on November 13. Present were committee members <br />McKay and Lind; Finance Director Burns; Mayor Boyle; Service Director Bohlmann; <br />Personnel and Administrative Director Wilamosky. The following items were discussed: <br />a. Ordinance 96-173 which authorizes the yearly contract with the County Health <br />Department. The committee recommended approval. <br />b. Ordinance 96-176 which sets forth the investment policy for the city. As reported by <br />Mr. Burns, this legislation has been pulled from the agenda and will be discussed at length <br />at a future date. <br />c. Resolution 96-177 which establishes the tax rate that can be levied. As reported by the <br />Law Director, this legislation has been amended and was discussed at an additional <br />committee meeting this evening. A half mill was moved from the Bond Retirement Fund <br />to the General Fund because of the delay in the issuance and sale of our recent bond issue <br />which resulted in a favorable interest rate and actually reduced the amount of <br />expenditures. The committee recommended approval under suspension of the rule. <br />Mrs. Saringer, Chairperson of the Recreation, Public Parks and Buildings Committee: 1) <br />Mrs. Saringer attended the Recreation Commission meeting held on November 13. The <br />following items were discussed: <br />a. The failure of the recreation levy was discussed, and the members concluded that the <br />residents did not understand the language. Before it is put on the ballot again, a poll will <br />be taken to find out more about the voters' feelings. <br />b. The Recreation Department received approximately $900 from Angelina's Pizza per <br />the park concession agreement which calls for the city to receive 10% of the gross <br />revenue derived from overall sales. <br />c. Recreation Commissioner Dolansky negotiated a contract with Sports Display Inc. for <br />display boards at Springvale which will generate approximately $1,000 per year. <br />d. The Cleveland Lumberjacks held a golf outing at Springvale on October 7. The golf <br />course supervisor was able to coordinate an exchange of Lumberjack game tickets for <br />services provided as part of the golf outing package. These tickets are being utilized as <br />give-aways for public skates at the ice rink and for the country-western dances held at the <br />ballroom. <br />6 <br /> <br />
