Council Minutes of 11/19/96 <br />_ Ordinance No. 96-160 introduced by Mayor Boyle was given its third reading. An <br />~,~ ordinance establishing and fixing the compensation for the Ward Council Members of the <br />City of North Olmsted for the term of office commencing January 1, 1998 and ending <br />December 31, 2001, and declaring an emergency as amended. Mr. Lind moved for <br />adoption; second by Mr. McKay. Mr. Musial moved to amend Ordinance No. 96-160 by <br />changing the compensation as currently established in 96-160 for the years 1998 and 1999 <br />to be the same as that for the Council-at-Large for the year 1998 and 1999 respectively. <br />Second by Mr. Limpert. Roll call on the motion to amend Ordinance 96-160: Muisial, <br />yes; Limpert, yes; Lind, no; McKay, no; Nashar, no; Saringer, yes. The vote was a tie. <br />Council President Boehmer broke the tie by voting no. The motion failed with 4 no votes <br />and 3 yes votes. The vote was taken on the motion by Mr. Lind and seconded by Mr. <br />McKay to adopt Ordinance No. 96-160. The motion passed unanimously. Ordinance <br />No. 96-160 adopted. <br />Resolution No. 96-171 introduced by Mayor Boyle was given its third reading. A <br />resolution authorizing the Mayor to submit and seek financial assistance from the State <br />Issue 2 Infrastructure Bond Program for funding of various municipal capital <br />infrastructure improvements projects, and declaring an emergency. Mr. Lind moved for <br />adoption; second by Mr. Musial; motion passed unanimously. Resolution No. 96-171 <br />adopted. <br />Resolution No. 96-173 introduced by Mayor Boyle and the entire Council was given its <br />second reading. A resolution authorizing the Mayor to enter into a contract with the <br />Cuyahoga County General Health District for the year 1997, and declaring an emergency. <br />Resolution No. 96-177 introduced by Mr. McKay on behalf of Mr. Lind was given its <br />second reading. A resolution accepting the amounts and rates as determined by the <br />Budget Commission and authorizing the necessary tax levies and certifying them to the <br />County Auditor as amended. Mr. Lind moved for suspension of the rules requiring three <br />readings on Resolution No. 96-177; motion passed unanimously. Mr. Lind moved for <br />adoption; second by Mr. McKay; motion passed unanimously. Resolution No. 96-177 <br />adopted. <br />Ordinance No. 96-178 was introduced and placed on first reading by Mr. McKay. An <br />ordinance accepting a sanitary sewer easement located on property owned by Samuel J. <br />and Joan C. Capiccioni and designated as Permanent Parcel No. 231-18-11 Cuyahoga <br />County Maps and Records, said easement shown on Exhibit "C" and declaring an <br />emergency. <br />Ordinance No. 96-179 was introduced and placed on first reading by Mr. McKay. An <br />ordinance accepting a sanitary sewer easement located on property owned by Michael B. <br />and Janice L. Reed and designated as Permanent Parcel No. 231-18-44 Cuyahoga County <br />Maps and Records, said easement shown on Exhibit "C" and declaring an emergency. <br />8 <br /> <br />
