Council Minutes of 11/6/96 <br />the treatment plant and the future. We have made a major commitment to the future. He <br />~, will spend whatever he has to to fix the flooding in this city. <br />Joyce Weber, 5737 Allendale, asked where her area was in the engineering process <br />regarding flooding. Mr. Bohlmann replied that the first set of plans have been reviewed, <br />which would indicate that we're probably about 70% complete with engineering services. <br />The Allendale/Carey area is one of four projects for which the city is requesting funding <br />from Issue 2. We will probably be notified of Issue 2 funding in mid-December. Mr. <br />O'Grady commented that the city has not forgotten about the Allendale/Carey area, and <br />we continue to look for sources of funding. Mr. Bohlmann reminded Mrs. Weber that <br />some flood control was done with the retention basin at Butternut Ridge Apartments. <br />Also, in heavy rains a pump is put out. Unless we get a horrendous rain, the area should <br />be fine. Mr. McKay noted that he was sure the area would have flooded with the 5 inch <br />rain if nothing had been done. Mrs. Weber agreed. <br />Eric Phillips, 5676 Allendale, had a question regarding the drain swales that were dug out <br />earlier this year. It seemed to him to have been done in a haphazard fashion. Between the <br />sidewalk and the street, there is approximately 5 feet of property. Some of the swales <br />were dug from the sidewalk all the way to the street. Others were dug as a little gutter in <br />the center of the tree lawn. Still others, like his own treelawn, weren't dug at all. He is <br />wondering how the decision was made to dig or not dig the swales. Mr. Bohlmann said <br />that it was not haphazard. The area was shot (to grade) and some swales were dug <br />deeper, some were dug less, depending upon where the grades were. We replaced a lot of <br />culvert pipes in the area and a lot of aprons. We attempted to do the least amount of <br />disturbance to residents' lawns and still maintain a good grade for water runoff Mr. <br />Phillips said the workers had taken down a tree in his treelawn but had failed to remove <br />the stump, which caused damage to his lawnmower. He plans to remove the stump <br />himself. Mr. Bohlmann said that should not have happened, and he will have the stump <br />removed. <br />Lori Yorkavitz, 28180 Gardenia Drive, asked why street repair was being done on her <br />street because there are no chuckholes. Also, the work was to take effect as of July 27 <br />and since that time only four seams had been repaired. Mayor Boyle explained that <br />preventative maintenance was being done. In this area of the country, we have about 34 <br />to 38 freeze/thaw cycles during the winter. If we allow water to accumulate under the <br />concrete, more serious damage will occur. Regarding the slow work schedule, Mr. <br />Bohlmann stated that he had pulled the workers from that area to the <br />Plumwood/Bentley/Coe area because that job turned out to be more than had been <br />anticipated. Also, time was lost because of the heavy rains in September. However, all <br />the areas that were saw-cut have been replaced so that water will not get underneath the <br />pavement during the winter freeze/thaw cycles. Mr. Limpert said this situation <br />underscored the need for acommittee-of--the-whole meeting to discuss what 1996 projects <br />have been completed and what projects have not been completed. Mayor Boyle <br />commented that it was nice to hear a question about preventative maintenance to a street. <br />10 <br /> <br />
