Council Minutes of 10/1S/96
4. More noise from heavier truck traffic and general increase in traffic.
5. Safety hazard because the four lanes would reduce to two lanes at Lorain Road.
The consensus of opinion was that atwo-lane road with curbs and improved drainage
would be of most benefit. The committee recommended application for Issue 2 money to
help finance these improvements. It should be noted that North Olmsted has approved a
north/south corridor in the proposed Crocker/Steams project. In addition, the city has
done its part in improving another north/south corridor with the widening of Great
Northern Boulevard. Westlake, however, has not approved the continuation to I-90.
Other cities, Cleveland and Fairview Park, should consider the construction of north/south
corridors. The committee recommended passage of Ordinance 96-172 which rescinds the
agreement with the county for the widening of Clague Road to four lanes.
Mrs. Saringer, Chairperson of the Recreation, Public Parks and Buildings Committee,
announced that the Recreation Commission meeting which had been scheduled for
Wednesday, October 9, had been canceled. She reminded everyone that the Recreation
levy would be on the ballot November 5. Lawn signs in support of the levy are available.
Mr. Nashar, Chairperson of the Public Safety, Health and Welfare Committee: 1) The
committee met this evening to discuss a stock transfer for the liquor permit of A
Beverages, Inc., DBA Northern Beverage, 25911 Great Northern Shopping Center. The
new owner will be Rick Porco. The committee had no objection to the stock transfer.
Mr. Nashar moved that Council have no objection to the stock transfer for the liquor
permit of A Beverages, Inc., DBA Northern Beverage, 25911 Great Northern Shopping
Center; second by Mr. Limpert; motion unanimously approved.
AUDIENCE PARTICIPATION
John Maloney, 29179 Quail Run, addressed Council regarding the Arnericast cable
construction crews. The crews began working in the Pheasant's Walk development on
Monday, October 14, with no advance notice. Because the utility lines are underground in
this neighborhood, the residents are very concerned about the possibility of damage to
their property. Concerns include sprinkling systems, lawns, trees, shrubs, flowers and
plants. The residents would like to know how deep the cable will be laid, who will repair
the property damage, when the repairs will be made and whether hook-up to Americast
will require trenching under lawns. Also residents are concerned that Cablevision will
come in at a later time to do their own wiring, thus causing more property damage. Mr.
Maloney noted that Councilman Nashar had visited the neighborhood when he learned
about the problems. Mr. Maloney commented that good public relations, advance notice
to residents and more detailed information about the service and resident hook-ups could
avoid a lot of hard feelings. Mayor Boyle asked that Mr. Maloney leave copies of his
statement for the administration. The city has already taken action on this problem, and
many of the issues are covered in the franchise contract with Americast, which they will be
required to honor. The Mayor will answer all the questions in writing. However, he did
r_ note that it is possible that Cablevision will have to excavate in some areas. Americast and
4
