Council Minutes of 10/15/96 <br />Resolution No. 96-170 was introduced and placed on first reading by Mr. Lind. A <br />resolution authorizing the Director of Public Service to advertise for bids for <br />approximately 50,000 gallons of sodium aluminate for use by the North Olmsted <br />Wastewater Treatment Facilities Plant, and declaring an emergency. Mr. Lind moved for <br />suspension of the rules requiring three readings and committee review; second by Mrs. <br />Saringer. Roll call: Lind, yes; Saringer, yes; Nashar; yes; Musial, yes; McKay; yes; <br />Limpert, no; O'Grady, yes. Motion passed with 6 affirmative votes and 1 negative vote. <br />Mr. Lind moved for adoption; second by Mrs. Saringer; motion passed unanimously. <br />Resolution No. 96-170 adopted. <br />Resolution No. 96-171 was introduced and placed on first reading by Mayor Boyle. A <br />resolution authorizing the Mayor to submit and seek financial assistance from the State <br />Issue 2 Infrastructure Bond Program for funding of various municipal capital <br />infrastructure improvements projects, and declaring an emergency. <br />Ordinance No. 96-172 was introduced and placed on first reading by Mayor Boyle on <br />behalf of himself and the entire Council. An ordinance rescinding the agreement for <br />grading, draining and paving improvements of Clague Road between Mastick Road and <br />Lorain Road as authorized by Ordinance No. 85-43, and declaring an emergency. Mr. <br />McKay moved for suspension of the rules requiring three readings and committee review; <br />second by Mrs. Saringer. Roll call: McKay, yes; Saringer, yes; Nashar, yes; O'Grady, <br />yes; Limpert, no. Mr. Limpert said he agreed that the four-lane road should be rescinded. <br />However, he feels the expenditure of $40,000 should be reviewed by committee for a <br />consensus of opinion on where the funds will be drawn. Roll call continued: Lind, yes. <br />Motion passed with 6 affirmative votes and 1 negative vote. Mr. McKay moved for <br />adoption; second by Mrs. Saringer; motion passed unanimously. Mr. O'Grady <br />commented that the Crocker-Stearns Road will provide a needed north/south connector, <br />but it will provide that connector only on the west side of North Olmsted and not offer <br />relief to the east side of town. He feels that there must still be planning and discussion for <br />a north/south connector on the east side of North Olmsted, or through Fairview Park, to <br />alleviate the problem on that side of town. Clague Road is definitely not the answer to <br />that question as the four lanes would stop at Lorain Road. Mr. McKay commented that a <br />number of years ago the City of North Olmsted had agreed that Great Northern Boulevard <br />should be the north/south connector from I-90 to I-480. North Olmsted did their part, <br />and Great Northern Boulevard was expanded to four lanes to Lorain Road. The county <br />approached Westlake, but Westlake was not agreeable to expand four lanes through their <br />city to I-90. The county would not continue the road to the Westlake line due to the fact <br />that they would not construct afour-lane road going into atwo-lane road. So, we would <br />have relief if Rt. 252 is completed to I-90. However, that is going to be the responsibility <br />of Westlake. Also, Fairview Park could have anorth/south corridor at W. 220 Street. <br />Mrs. Saringer thanked the majority of Council for supporting her on this issue.
