.~ MINUTES OF THE MEETING OF THE COUNCIL <br />,~~: OF THE CITY OF NORTH OLMSTED <br />OCTOBER 1, 1996 <br />Present: Council President Boehmer, Council Members Limpert, Musial, Nashar, <br />Saringer <br />Also Present: Mayor Boyle, Law Director Gareau, Finance Director Burns, Clerk of <br />Council Seman <br />Absent: Council Members: Lind, McKay and O'Grady <br />Council President Boehmer called the meeting to order at 8 p.m. in Council Chambers, <br />5200 Dover Center Road, North Olmsted, Ohio. <br />Members of the audience were invited to join Council in reciting the Pledge of Allegiance <br />to the Flag. <br />Mr. Limpert moved to approve the minutes of the Council meeting of September 17, <br />1996. The motion was seconded by Mr. Nashar and unanimously approved. <br />President Boehmer made the following announcements: Mr. McKay will hold a Streets & <br />Drainage Committee meeting at 7 p.m. on Wednesday, October 9, to discuss the Clague <br />Road options; Ordinance Nos. 96-156 through and including 96-160 will be removed from <br />the agenda and sent back to committee for further review. <br />REPORTS <br />Mayor Boyle: 1) The Westshore Council of Governments met today and discussed two <br />items of interest. First, the contracting for drug dogs to be used through the Westshore <br />Council of Governments and its member cities. The idea is being studied to find other <br />sources that would be much less expensive and possibly easier to schedule than having one <br />dog owned by the Westshore Council of Governments. Each city would pay its own share <br />of usage costs. Second, a study will be made regarding a hot fire training facility. The <br />west campus of Cuyahoga Community College has anon-hot fire facility where the cities <br />do some training. It is hoped that the State will help to improve this facility or build a new <br />facility that would serve all the communities in northeastern Ohio. <br />2) A meeting was held with the city hockey organization to discuss the Charter nullage <br />that is on the ballot in November. Some interesting questions were brought up: Will the <br />Recreation levy be used at Springvale? Why isn't Springvale revenue used for other <br />recreation purposes. The answer to these questions is no because Springvale is a stand- <br />alone revenue source. Administrative fees that go to the General Fund are charged, but <br />'`"'~ Springvale cannot send its money to other funds.
