Council Minutes of 9/17/96 <br />....~ requires the granting of a variance to construct the face of the building at 72 feet instead <br />'~ of 75 feet, with the side yard at 29.5 feet instead of 50 feet. The Police and Fire <br />Departments do not have objections to the proposal and it was approved by the Planning <br />Commission. Mr. Musial moved to approve the proposal to construct an addition to the <br />office building at Brendan Place subject to the recommendations of the Planning <br />Commission, approval by the Board of Zoning Appeals and the Engineering Department. <br />The motion was seconded by Mr. Nashar and unanimously approved. <br />In the absence of Mr. Lind, Mr. McKay, Chairperson of the Streets & Drainage <br />Committee, reported on the joint Finance/Streets and Drainage Committee meeting: 1) <br />The Finance/Streets & Drainage Committee meeting took place on August 27 and in <br />attendance were Council Members Lind, McKay, Musial, Nashar and Limpert; Finance <br />Director Burns; Safety Director Kasler; Service Director Bohlmann. The following items <br />were discussed: <br />a. Ordinance No. 96-123, which is a modification of an agreement to handle the future <br />capital expenses related to Fairview Park. This legislation will be held in committee for <br />further information. <br />b. Ordinance No. 96-124, which involves the two-story addition to the Police <br />Department. The addition will be 2,200 square feet and cost approximately $200,000 with <br />$19,000 for architectural review and engineering fees. The internal Engineering <br />Department does not have the staff available to handle this project in-house. The <br />committee recommended passage. <br />c. Ordinance Nos. 96-125 through 96-139, which convert notes into bond issues. The <br />total bond issue is $43 million. The committee recommended approval. <br />d. Ordinance No. 96-140, which is a note issue for a new Fire Department squad. This <br />note will be paid down over athree-year period through collection of EMS fees. The <br />committee recommended approval. <br />e. Ordinance No. 96-108, which is an agreement to obtain real estate in preparation of <br />Mill Road improvements. The committee recommended passage. <br />f. Resolution No. 96-143, with is the 1997 Phase H sanitary sewer rehabilitation program <br />for Forest Ridge and Grace Road including main lines and point repair. The cost is <br />$150,000. The committee recommended approval. <br />g. Resolution No. 96-144, which provides for a full telemetry system for the operation <br />and monitoring of the city's lift stations. This is required by the Ohio EPA and will cost <br />approximately $100,000. The committee recommended approval. <br />h. Ordinance No. 96-148, which authorizes the agreement for the engineering design on <br />the Brookpark/Mastick storm sewer. The cost is $33,000 and will include design of <br />drainage improvements and soil borings. The committee recommended approval. <br />i. Ordinance No. 96-150, which provides for a financial support person at Springvale. <br />The position was originally held by two part-time employees and will now be filled by one <br />full-time employee. <br /> <br />5 <br />
