Council Minutes of 9/17/96 <br />yam,„ Planning Commission. The motion was seconded by Mr. McKay and unanimously passed. <br />The BZD Committee also noted that, since Great Northern Dodge is adequately taking <br />care of its property drainage, the city should be strongly urged to look at the surrounding <br />areas and, if necessary, take appropriate steps to eliminate any flooding problems. Areas <br />that should be addressed are the large mound on the Recreation Center property and the <br />possibility of deepening and widening the ditch that runs alongside of the properties to <br />provide for drainage of the properties that front Canterbury Road. <br />c. A proposal by Great Northern Properties regarding Biskind Parcel B located on the <br />south side of Country Club Boulevard, east of the proposed Marriott Courtyard Hotel, <br />north of I-480 and west of Columbia Road. The proposal is to amend the preliminary land <br />use plan from office only to include a hotel. Representing Great Northern Properties was <br />Leonard Corsi. It appears that a third hotel is economically feasible. It is estimated that <br />the city would receive about $160,000 from hoteUmotel taxes, real estate tax, personal <br />property tax, personal income tax and corporation income tax. The North Olmsted Board <br />of Education would receive about $114,000 in revenues. The Planning Commission <br />approved the amendment to the preliminary land use plan to include a hotel. The BZD <br />Committee recommended approval. Mr. Musial moved that Council approve the <br />proposed amendment to the preliminary land use plan for Parcel B from office only to <br />include a hotel; the motion was seconded by Mr. McKay and unanimously approved. <br />d. Ordinance No. 96-102, which specifically included the permitting of sports facilities in <br />the Limited Industrial Park District if a conditional use permit is issued. The BZD <br />Committee felt this issue was addressed by another piece of legislation which is currently <br />under consideration that would require the granting of a use ordinance to be reviewed by <br />Council within 30 days. Consequently, the BZD Committee voted to keep Ordinance <br />No. 96-102 in committee. <br />e. Ordinance No. 96-100, which involves a proposed amendment to the Business District <br />Section 1139.06 of the Zoning Code wherein additional language would be added to <br />provide that each lodging unit of a hoteUmotel would have a minimum of 345 square feet <br />of floor space and shall contain no more than two sleeping rooms. Cooking facilities in a <br />lodging unit would be prohibited unless the particular building was approved by the city as <br />being designed, built and approved to have cooking facilities. The Planning Commission <br />notified the BZD Committee of its concern that developers may try to construct a multi- <br />family building in areas along Lorain Road under the guise of motel usage. The Planning <br />Commission suggested that lodging units with cooking facilities be required to be within a <br />half mile of an interstate highway exchange. Also the hoteUmotel must front Lorain Road, <br />Brookpark Road, Great Northern Boulevard or Country Club Boulevard. A request for a <br />legal opinion on this matter will be sent to the Law Director. The BZD Committee voted <br />to keep the legislation in committee for further discussion. Although the idea was not <br />brought up at this particular BZD Committee meeting, there may also be difficulty <br />associated with bed and breakfast establishments. <br />The BZD Committee also met on Tuesday, September 17, to discuss a proposal <br />concerning Brendan Place. This proposal was heard by the Planning Commission on June <br />I 1 and by the Board of Zoning Appeals on July 11. The project involves the addition of a <br />37x60 foot extension to the office building. The same brick will be used. The proposal <br />4 <br /> <br />
