Council Minutes of 9117/96 <br />;,,~ Finance Director Burns: 1) To follow up on the OWDA/Ohio EPA loan for the Georgette <br />relief sewer, one of the things the city tried to do was to have its documents ready for the <br />September 261oan committee meeting. If that should occur, we could lock in on a 4.04% <br />interest rate. If we have to wait until the October meeting, it is possible the interest rate <br />could be adjusted upward. <br />2) One of the things that is a fallout from the failure of the County SAFE investment <br />program is that the state legislature is looking into rewriting some of the investment <br />sections of the code as it relates to municipalities and investment policies. A requirement <br />for which a charter city can opt out of if it wishes is to put into place a written investment <br />policy. This policy would have to be in place before a municipality could invest in certain <br />types of investments such as federal agencies. North Olmsted is in the process of putting <br />together an investment policy which will eventually be brought to Council for formal <br />approval. In the past, our investment policy has been informal and not written; however, <br />it did keep the city out of the County SAFE program and out of derivatives when they <br />became popular. Official statements, which the city has been generating in the past few <br />years, have become more involved into what type of investments cities are getting into. <br />North Olmsted has looked very well in the position that we have taken. <br />Mr. Musial, Chairperson of the Building, Zoning and Development Committee: 1) The <br />committee met on September 9 and in attendance were committee members McKay, <br />Nashar and Musial; Building Commissioner Conway; Assistant Engineer McDermott; <br />Council Member Limpert. The following items were discussed: <br />a. The proposal of Harsax Management Company to construct two office warehouse <br />buildings in two phases. Representing Harsax were architect Dave Howe and developer <br />Ken Sax. The property to be developed is located on the south side of Lorain Road and <br />east of North Olmsted Industrial Parkway. The P. P. No. Is 234-09-003. The proposed <br />buildings will be approximately 20 feet high and have extensive glass treatment and <br />attractive use of coordinated bricks. The Planning Commission and Architectural Review <br />Board approved the proposal with various recommendations. The BZD Committee <br />recommended approval. Mr. Musial moved that the Harsax proposal be approved subject <br />to the city's approval of the landscaping plan, the recommendations of the Planning <br />Commission and ARB and subject to the approval of the Engineering Department. The <br />motion was seconded by Mr. Nashar and unanimously passed. <br />b. A proposal by Great Northern Dodge, 26100 Lorain Road, to construct a new building <br />and a revision to the site plan and drainage. This is project No. II. Mr. Shartman <br />represented Great Northern Dodge. When project No. I was before the committee several <br />weeks ago, permission was given to go ahead with the retention basin contingent upon the <br />approval of the Engineering Department. The concept is that all of the water draining <br />from Great Northern Dodge shall be contained within the property confines. In the rear of <br />the property, there will be five rows of 36 inch pipe, 60 feet long, and pumps to pump out <br />the water. There will be some parking added to the back which will incorporate <br />landscaping, board on board fencing and concrete curbing to the street. The BZD <br />Committee approved the proposal.
