Council Minutes of 8/20/96 <br />occurred because basement elevation measurements were not received from some <br />~~.~ residents. However, the city has had several meetings with the architectural firm because <br />there have been some things that needed to be changed and some things that needed to be <br />re-evaluated. Slab repair on Devon, Hampton and Berkshire has been held up because <br />additional storm sewers are needed. We do not have a final report because it was returned <br />to the engineering firm for additional comments on certain areas of concern. The <br />completion date of this December will not be met, and he cannot predict a completion date <br />at this time. In response to a question by Mr. O'Grady, Mr. Bohlmann stated he did not <br />believe Western Reserve Engineering was "dropping the ball"; however, their direction <br />was not what we exactly wanted. Mr. Bohlmann and Mr. Limpert agreed that it was more <br />important to do the project correctly even if it meant taking a little extra time. Mr. <br />O'Grady and Mr. Limpert suggested that the residents be informed of the progress. <br />Mayor Boyle and Service Director Bohlmann agreed that the residents should be notified, <br />and they have done so in the past on other projects. The city will contact the editor of the <br />neighborhood newsletter so that an article can be placed in the next monthly edition. <br />Milan Nass, 5032 West Park Drive, is concerned about the wild animal problem in his <br />neighborhood. He would like the city to again provide the service of supplying traps to <br />the residents and then destroying the animals that are caught. Mayor Boyle commented <br />that this has been an on-going problem for some time and there are no easy answers. In <br />answer to a question by Mr. Limpert, he said that the State of Ohio was responsible for <br />wildlife and not the county. However, if there are reports of rabies, then the County <br />Health Department would take action immediately. He has contacted the Metroparks <br />about the wildlife problems and is attempting to reach an agreement on wildlife control. <br />Although there is a problem with an abundance of wildlife, there have been no reports of <br />attacks on people. There are laws regarding wildlife, and we have to live within those <br />laws. He and Mr. Limpert agreed that cities need help from the State on this problem. <br />Service Director Bohlmann reminded Council the reason we stopped trapping animals was <br />because we could no longer release them. A captured animal must be held for 60 days, <br />and then it can be released only if it is healthy. The animals could be euthanized <br />immediately, but we chose not to do that. He agreed with the Mayor and Mr. Limpert <br />that we need help from Columbus and we need the Metroparks to thin their population of <br />wild animals, especially deer. Mr. McKay said that he had been in contact with the <br />Metroparks and was told that they maintain animal habitats. They do not own wild <br />animals; the animals belong to the State of Ohio. The Metroparks do not kill and do not <br />trap wild animals. <br />LEGISLATION <br />Ordinance No. 96-99 was passed by City Council on July 2, 1996 and vetoed by Mayor <br />Boyle. It was placed on the agenda to be reconsidered by Council for a possible override <br />of the veto. An ordinance providing for the submission to the electors of the City of <br />North Olmsted of an amendment to Article VII, Section 4 (b) of the Charter, prohibiting <br />the Board of Zoning Appeals from granting use variances, and declaring an emergency. <br />Mr. McKay moved to remove Ordinance No. 96-99 from the agenda; second by Mr. <br />6 <br />..: ~ ,. <br />
