Council Minutes of 7/2/96 <br />approximately $4 million in the deferred compensation plan for employees. Provisions in <br />_M federal legislation under consideration will put these funds into a trustee account in favor <br />~> <br />of the participants instead of the municipality. This provision was defeated in the budget <br />revision bill that was vetoed by the president. However, it has been readdressed and <br />attached to HB 3448, which is the minimum wage bill. The House has passed its version <br />of the minimum wage bill, and it is expected that the Senate will begin its floor debate on <br />July 8. Once it passes the Senate, it will probably be sent to a conference committee <br />where the two versions will be merged. <br />3) In February, the city subpoenaed 3,968 income tax non-filers to come in and either file <br />or comply with our income tax provisions. Of those subpoenaed, 443 either filed and paid <br />or worked out an arrangement to pay; 737 cases were resolved in favor of the taxpayer; <br />2,788 were non-responses or not deliverable. Collections amounted to $19,650 and <br />payment arrangements were made for $69,076 for a total benefit to the city of $88,726. <br />4) Today, Council received a report on the estimated versus collected 1996 revenues for <br />income tax and sewer fees. Through June, the city is $106,000 ahead of projections on <br />income tax, which represents about 2.8% over the year to date projection. Regarding <br />sewer fees, the city is $189,000 ahead of projections, which amounts to 9.9% over <br />projections for the six month period. <br />Mr. Musial, Chairperson of the Building, Zoning and Development Committee: 1) The <br />committee met on June 25. In attendance were committee members Nashar, McKay, <br />Musial; Council Member Limpert; Building Commissioner Conway; Assistant Engineer <br />McDermott; Mr. Zarzycki, architect for St. Clarence Church; Mr. Shartman, representing <br />Great Northern Dodge; Mr. Corsi, representing Biskind Development Company; Steve <br />Maluse, representing the Jacobs Group. The following items were discussed: <br />a. A proposal from Biskind Development Company concerning an amendment to a <br />preliminary land use plan allowing a hotel in the Great Northern Technology Park area <br />located on the south side of Country Club Boulevard, east of Victoria Plaza Apartments. <br />This proposal had initially been turned down by the Planning Commission; but, at a <br />previous meeting, the BZD Committee had referred it back to the Planning Commission <br />for reconsideration. The proposed hotel is an extended-stay hotel and it appears that it <br />will be an economic benefit to the city and the schools. The Safety Director and Service <br />Director believe that the city has sufficient services in place to accommodate the hotel <br />without any additional cost. On its second review, the Planning Commission approved the <br />proposal. Mr. Musial moved to amend the preliminary land use plan to include a hotel in <br />the Great Northern Technology Park area, located on the south side of Country Club <br />Boulevard, east of Victoria Plaza Apartments; second by Mr. Nashar; motion passed <br />unanimously. <br />b. A proposal to construct a classroom addition on St. Clarence's existing hall and to <br />construct afree-standing bookstore. The bookstore will be on two levels with a terrace <br />and coffee shop and will be handicapped accessible. The lower lever will be used as a <br />meeting room. The proposal has been approved by the Planning Commission and <br />Architectural Review Board. After due consideration, the BZD committee approved the <br />~"" proposal.
