Council Minutes of 7/2/96 <br />,,, legislation will be passed this evening under suspension of the rule so that the fees can be <br />in place for the printing of the fall brochure. <br />b There is a problem with drainage in the tennis court area, and an engineering study will <br />be done this fall. <br />c Safety Director Kasler reported that the city and several community groups are <br />attempting to find a location for youngsters to skateboard. <br />Mr. Nashar, Chairperson of the Public Safety, Health and Welfare Committee: 1) The <br />committee met on Tuesday, July 2. In attendance were committee members Limpert, <br />O'Grady and Nashar; Council Members Saringer and McKay; Finance Director Burns; <br />Safety Director Kasler; Fire Chief Osterhouse. The committee discussed Ordinance <br />No. 96-105 which creates a new and revised Chapter 1701 of the Fire Prevention Code. <br />Two sections will be added the code dealing with private fire hydrants and above-ground <br />storage tanks. The committee recommended passage of the legislation. <br />Law Director Gareau commented regarding Ordinance 96-105 that, in addition to the <br />changes to the fire code, Section 1701 had been re-numbered to make it easier to amend <br />in the future. <br />Mr. Limpert commented that a resident had contacted him regarding political signs in <br />North Olmsted Park. Apparently a candidate who rented the community cabin for this <br />evening has placed signs in the public right-of--way. Mayor Boyle agreed that the signs <br />should not be in the park. He asked Service Director Bohlmann to send someone out <br />immediately to remove the signs. <br />Mr. O'Grady, Chairperson of the Intra-Governmental Relations and Legislation; Long- <br />Range Planning Committee: 1) The committee met on Tuesday, July 2. In attendance <br />were committee members Musial and O'Grady; Council Members Limpert, McKay, <br />Saringer and Nashar; Finance Director Burns; Service Director Bohlmann; Safety Director <br />Kasler; City Engineer Deichmann. Those present discussed a recommendation by resident <br />Dennis Lambert to reduce summer sewer rates to a level not higher than the amount of <br />water used during the winter months. Mr. Lambert felt that additional water usage during <br />the summer months would most probably be outside water usage which would not go <br />through the sewage system. The committee and other attendees reviewed information <br />provided by the administration and other sources and made the following determinations: <br />1. The city must reach a certain level of income from the sewage fees. If the fees are <br />reduced for any segment of the population, then fees must be increased somewhere else to <br />compensate. 2. Additional water usage in the summer can occur for reasons other than <br />what Mr. Lambert had suggested because people tend to take more showers and wash <br />more clothes and dishes. These water uses would require sewage treatment. After careful <br />consideration and discussion, the committee voted not to recommend any change in the <br />sewer fees. It should be noted that the current sewer rates will not require an increase <br />until approximately the year 2000. <br /> <br />6 <br />
