Council Minutes of 7/2/96 LEGISLATION Ordinance No. 96-96 introduced by Mr. Limpert was given its third reading. An ordinance accepting a traffic control equipment easement located on property owned by Franchise Operations, Inc. and designated as Permanent Parcel No. 232-33-20 by Cuyahoga County Maps and Records, said easement shown on Exhibit "B" and declaring an emergency. Mr. Limpert moved for adoption; second by Mr. O'Grady; motion passed unanimously. Ordinance No. 96-96 adopted. Ordinance No. 96-97 introduced by Mayor Boyle and the entire Council was given its third reading. An ordinance providing for the submission to the electors of the City of North Olmsted of an amendment to Article V, Section 6 of the Charter, providing rule- making authority to the Director of Human Resources, making the Administrator of the Division of Aging an appointee of the Director of Human Resources, and making other changes which render the language of Section 6 gender neutral and which designate persons formerly referred to as "physically and mentally handicapped" as "physically and mentally challenged," and declaring an emergency. Mr. O'Grady moved for adoption; second by Mr. McKay; motion passed unanimously. Ordinance No. 96-97 adopted. Ordinance No. 96-98 introduced by Mrs. Saringer was given its third reading. An ordinance amending Section 749.03 entitled "Exemptions" of Chapter 749 entitled "Massage Establishments" of the Codified Ordinances of the City of North Olmsted and declaring an emergency. Mrs. Saringer moved for adoption; second by Mr. Nashar; motion passed unanimously. Ordinance No. 96-98 adopted. Ordinance No. 96-99 introduced by Mr. McKay and Mr. Musial was given its third reading. An ordinance providing for the submission to the electors of the City of North Olmsted of an amendment to Article VII, Section 4(b) of the Charter, prohibiting the Board of Zoning Appeals from granting use variances, and declaring an emergency. Mr. McKay moved for adoption; second by Mr. Musial; motion passed unanimously. Ordinance No. 96-99 adopted. Ordinance No. 96-103 introduced by Mr. Musial was given its second reading. An ordinance accepting three (3) storm drainage easements located adjacent to the Ehle Ditch (south of Edgepark Boulevard, crossing Blossom Boulevard) in the City of North Olmsted, and declaring an emergency. Ordinance No. 96-104 introduced by Mr. Musial was given its second reading.
