Council Minutes of 6/4/96 <br />5) The North Olmsted Wastewater Treatment Plant has won the overall 1995 Plant of the <br />,.~~. <br />Year award in competition conducted annually by Zimpro Environmental, Inc. Our plant <br />was in competition with approximately twenty-five hundred other plants around the <br />country. Everyone, especially Harry Crider and the plant staff, Council, the administration <br />and the outside engineering company Malcolm Pirnie, has worked as a team toward our <br />goal of not polluting the Rocky River. The plant is not only ecologically sound but <br />economically sound. Harry Crider and his staff should be applauded for their hard work in <br />earning this award. Mr. Gareau announced that the plant chemist, Mrs. Torgalkar, has <br />developed a system to eliminate filamentous bacteria. Prior to this, no one has been able <br />to figure out this problem--and it has been a major problem. Mr. Gareau has sent her <br />design concept to a patent attorney to investigate the possibility of patenting the process <br />on behalf of the City of North Olmsted. Mr. Gareau said it was amazing that the plant had <br />overcome its problems in just a short period of time to become the number one plant out <br />of approximately twenty-five hundred plants throughout the country. Mayor Boyle said <br />the city has a tremendous staff at the plant, and he has written to them about their good <br />work. On their behalf, he thanked Council for having the confidence in them and supplying <br />them with the proper materials, training and quality replacements to the staff <br />6) According to a report issued by Malcolm Pirnie on the city sewer rates, we had <br />anticipated expenditures of $4,095,960 and actual expenditures were $3,617,730. On the <br />revenue side, we projected $4,195,182 and actual receipts were $4,228,466. However, <br />$400,000 of that sum is for tap-ins, and it is our goal to make the plant run without using <br />tap-ins for capital. The report projects that 1996 will end in the black by $68,836.73. <br />The new rates were set with the goal of putting the operation in the black over atwo-year <br />period. It does seem that we will meet that goal. However, the rates were high and did <br />cause some pain. From the projections, it appears that the rates will be sufficient for the <br />future. Rates of other plants throughout the country are beginning to catch up and <br />surpass us. We will not always have a very high rate. We bit the bullet and made a very <br />difficult decision, but it was the right thing to do as we are now solvent. <br />7) Quick reminders: All Scouts Weekend will be held June 6, 7, 8 with the parade being <br />held on Saturday morning; Flag Day, June 14, a celebration will be held at 1:30 p.m. at <br />Great Northern Mall; the next Town Hall meeting will be Wednesday, June 19, 7:30 p.m. <br />at Spruce Elementary School. <br />Mr. Lind, Chairperson of the Finance Committee: 1) The committee met on May 28, and <br />in attendance were committee members Musial, McKay, Lind; Council Members Limpert <br />and Nashar; Safety Director Kasler; Service Director Bohlmann. The following agenda <br />items were discussed: <br />a. Ordinance Nos. 96-88 and 96-94. These ordinances were discussed and placed on <br />hold.
